我国节电行业发展战略研究
Research on the Development Strategy of Electricity Power-saving Industry in Our Country

【摘要】 随着我国经济的高速发展,能源(水、电、油、煤)的消耗在企业中所占的比例越来越高,也受到愈来愈多的重视。能源价格的不断上涨以及电力供应紧张的局面,使得国家及企业对节电越来越重视,这无疑为节电市场的发展创造了一个不可多得的宏观需求和有利的政策环境,使节电行业的快速发展成为必然。首先,本论文以战略管理理论为基础,介绍了国内外的能源需求趋势和节电行业的发展历程,并运用波特的产业环境分析理论,行业竞争结构模型,核心竞争力分析理论等,对行业所处的宏观、中观和微观环境进行了全面的分析。宏观环境主要从法律、经济、自然、技术这四个方面去分析。中观环境主要是从行业特征、经济特性及变革驱动因素这三个方面去分析。文中用大量的图表和数据对国内目前节电产品的概况、节电行业的现状、目前存在的问题、节电行业的竞争结构和核心竞争力等微观环境进行了深刻的分析。然后,采用定性与定量相结合的方法,在调查研究的基础上,结合行业自身的优势、劣势,所面临的机会和威胁,利用外部因素评价矩阵(EFE)、内部因素评价矩阵(IFE)对我国节电行业的内外环境因素进行评价,并利用SWOT矩阵进行综合因素分析,得出9种备选战略方案。再利用定量战略计划矩阵(QSPM),对备选战略方案进行评价和选择。根据我国节电行业的发展趋势和战略目标,进而提出我国节电行业发展战略宜采用联合引进战略、技术开发与创新战略和市场渗透战略。最后,从政府和企业这两个角度提出了战略方案的实施方法和步骤,并进一步提出了政策保障、机制保障、市场需求保障等保障措施,以确保战略目标的实现。希望本文能对促进我国节电行业的快速规范发展起到一定的借鉴和推动作用,对政府、企业、消费者、银行等相关节电行为主体进行节电战略的制定和实施具有建议和启示作用。
【Abstract】 With high-speed development of our country’s economy, the percentage of energy (water, electricity, oil, coal) consumption in the enterprise becomes higher and higher, and energy consumption receives more and more attentions. As the energy price is rising rapidly and the electricity power supply keeps strained, the government and the enterprise pay more and more attention to electricity power-saving, which contributes to a hard-won macroscopic demand as well as the advantageous policy environments with no doubt and makes it necessary for electricity power-saving industry to develop rapidly.First, the thesis takes strategic management theories as foundation, introduces the energy demand tendency and the development courses of the electricity power-saving industry. Then the thesis uses strategic analysis theories(including the Theory of Industrial Environment Analysis, the Theory of Industrial Competition Structure, the Theory of Life Period of Product and the Analysis Theory of Core Competition) to perform the overall analysis of the electricity saving industry from the macroscopically, industrial and microcosmic environments. The macroscopically environments concerns mainly on aspects of the legal, economic, natural and cultural environments, the industrial environments mainly analyzes from three aspects: industrial characteristics, economic features, innovation driving factors. When it comes to the microcosmic environments, the thesis utilizes abundant charts and data to perform detailed analysis on the general situation of the product, the status quo of the market, present problems, industrial competition structure and the core competition ability, etc.Second, using the method which qualitative and the quota unifies and on the basis of the large investigation, the thesis applies the External Factor Evaluation Matrix and Internal Factor Evaluation Matrix to evaluate the inner and outer factors of our country and analyze by Comprehensive Elements-SWOT Matrix and obtains 9 alternative strategic schemes. Then the thesis performs evaluation and selection of the 9 schemes by Quantitative Strategic Planning Matrix. According QSPM Matrix, the thesis introduces the industrial developing trend and stratagem goal and states that jointly introducing stratagem, technological development and innovation stratagem and marketing penetration stratagem must be adopted to develop electricity power saving cause in our country. At last, so as to ensure the realization of the strategic objective, the implementation methods and steps of the strategic scheme are presented both from the government and enterprises view and guarantee measures are also given to perform strategic and mechanism assurance as well.Hope the viewpoint introduced in this thesis to impose some referencing and promoting effect on speeding the development in the industry and to take the enlightening and suggesting role for relative main bodies including the government, enterprises and consumers, etc. to make and implement strategies.
