【摘要】 改革开放的进行，家庭联产承包责任制的实行，摧毁了计划经济体制下建立起来的旧的农民组织模式，破“旧”尚需立“新”，而新的组织模式尚未建立起来。90年代以来，农业和农村经济的发展进入了结构性调整的新的阶段，随着农业市场化和国际化的加快，千家万户的小农户与千变万化的大市场之间的矛盾凸现。如何提高农民的组织化程度，以应对千变万化的大市场，提高农民的收入，加快农产品的产业化规模经营，提高农产品的产业化、市场化、国际化，以促进农业结构的调整和农村经济的发展，成为了一个需要迫切解决的大问题。在此背景下，农村专业经济协会得到了迅速的发展。本文即是以三个农村专业经济协会为切入点，力求全面地介绍农村民间组织的内在结构及其运行机制以及在农村经济发展过程中、在新农村建设中、在发展现代农业方面所发挥的重要作用，力求探悉其存在的必然性及其发展中存在问题，以求对农村民间组织进一步的发展提出建议和对策。具体来说，全文分为五个部分：第一部分为前言。主要是对当前民间组织理论及实践的发展状况做一个概括性的介绍，然后指出当前民间组织研究领域存在的一些主要问题以及本文的切入点，并在此基础上说明写作本文的意义。第二部分为三个农村专业经济协会的基本情况。这一部分主要介绍了本文所选取的三个农村专业经济协会的一些基本情况，各个专业经济协会的成立时间、宗旨、管理机关等。这是本文主要内容的一些背景材料。第三部分为农村专业经济协会的组织结构和运行机制分析。这是本文的核心内容。首先对农村专业经济协会这个概念加以界定，以区别于相似的概念，然后对农村民间组织的组织状况进行分析，最后分别从动力机制和监督机制两方面对农村专业经济协会作了分析。第四部分为农村专业经济协会的作用以及存在的问题。这是本文的关键所在，首先分别从政府失灵和市场失灵的角度来分析农村专业经济协会的作用，从新制度经济学角度分析农村专业经济协会的作用，从新农村建设角度分析农村专业经济协会的作用。然后就存在的问题逐一分析指出。第五部分为关于促进农村专业经济协会健康发展的一些对策建议。针对农村民间组织现阶段存在的主要问题对农村专业经济协会下一步的发展提出了一些有针对性的建议和措施。更多还原

【Abstract】 Being in progress reforming and opening , the household contract responsibility system effectuation, have destroyed the old peasant organization pattern who builds under a planned economy , the broken "old friend" has still needed "establishing the new", but new organization pattern has built not yet. Since the nineties, development of agriculture and rural economy has entered new structural adjustment stage, with the fact that the agriculture contradiction between being accelerated becoming market-oriented with internationalization , young huge numbers of families peasant household and big ever-changing marketplaces bulges now.
