【摘要】 责任政府作为一个西方现代国家首先使用的政治概念，是其民主政治发展的逻辑必然。当今世界，责任政府的价值理念和制度安排已经成为民主政体的基本原则和重要标志。目前我国正处于社会转型的特殊时期，传统的社会秩序、经济模式和政治体制出现裂痕、瓦解，而新的社会秩序、经济模式和政治体制还没有完全确立。在这个复杂的转型过程中，社会、政治、经济之间相互联系、相互影响，出现很多复杂的亟需解决的问题。在这个特殊时期，构建一个国家行政机关及其工作人员以科学发展观为指导，以增进公共利益、提升社会福祉为目的，以“人民公仆”道德观为约束，以相应机制为保障，合理、高效履行职责并承担相应责任的责任型政府具有重要的意义。地方政府作为与市场和公民最为贴近的政府组织和当地政治、经济和社会发展的核心主体，人民期待各级地方政府能够真正对社会、政治、经济的发展负起责任。只有各级地方政府对当地的发展负起了责任，我国政府的责任体系才能真正建立起来。责任型政府作为地方政府转型的方向具有重要意义。因此，本文试图对现行行政模式存在的问题加以分析，在挖掘责任型政府的内涵、从理念、行为、制度等方面对责任政府进行规范的基础上，学习借鉴国外地方政府的实践经验，紧密结合我国社会转型的国情，对我国责任政府的构建提出的一些想法和建议，以促进我国地方政府行政模式的转型。在社会的转型期，我国地方政府在政治、经济和社会领域的治理累积了大量的问题，这些问题从根本上影响着政府的权威和合法性，对这些问题进行分析、明确，从而确立责任型政府作为地方政府转型的方向具有重大的意义。责任型政府是一个内涵丰富的概念，有限政府、服务政府、参与式政府和法治政府都是责任型政府不同侧重的价值追求，我们要对责任政府进行多角度的分析、综合、理解，才能实现其理念的重塑。“理念是行为的先导”，在责任型政府理念的指导之下必须对地方政府行为进行重构，使其与企业、市场以及公民的关系能够和谐发展。地方政府向责任型政府的转型更需要制度上的创新。树立科学的政绩观念是责任型地方政府建设的思想保证；创新选拔制度是责任型地方政府建设的前提条件；建立科学的绩效考核体系是责任型地方政府的制度保证；完善引咎辞职与问责制是责任型地方政府建设的必然选择。更多还原

【Abstract】 Responsibility government is a politics concept first used in the west countries in the modern age, it is also a logic necessity of democratic politics development. In the world today, responsibility government as an important value and system arrangement has already been a basic principle and importance sign of the democratic regime.At present, China is in a special period of social transformation, the traditional social order, economy model and political system crack and collapse, the new social order, economy model and political system have not been really established. In the complex process of the transformation, society, politics and economy relate to each other and influence each other, and many complicated problems that need immediate solutions appear. During this special period, constructing a responsibility government is of great significance, in which the administrative departments and the staff are under the guidance of scientific concept of development, for the purpose of promoting public interests andenhancing society welfare, taking the morality value------"public servant of the people" asthe constraint, using corresponding mechanisms as guarantees, performing duties rationally and efficiently and assuming corresponding responsibilities.As local governments at different levels have close contact with the market and the citizen, and they enjoy the core position in the development of local politics, economy and society. People expect that local governments could take full responsibility for the country and the society. So taking responsibility government as local governments’ transformation direction is of great significance.This paper attempts to analyze the problems existing in the current administrative pattern, absorbs oversea local governments’ development experiences, closely combines the national conditions of society transformation and on the bases of mining the real connotation of responsibility government and regulating responsibility government from aspects of ideas, actions and systems, then to put forward some ideas and suggestions in order to promote the transformation of local governments’ administration pattern.In the transitional period, the local governments have accumulated a lot of governance issues in the political, economic and social fields. These issues will fundamentally affect governments’ authority and legitimacy, so analyzing these issues and establishing responsibility government as the local governments’ restructuring direction is of great importance.Responsibility government is a concept of rich connotation in which limited government, service government, participation government and rule of law government are different value pursuits from different emphasis points. In order to achieve the idea remodeling of the responsibility government, we should do multi-angle analysis, synthesis and understanding.The idea is the conduction of the action. Local governments must conduct reconstruction under the guidance of responsibility government, so the relationship with the enterprises, the market and the citizens will get harmonious development.The transition of local governments to responsibility government needs more system innovations. Establishing a scientific performance concept is the ideological guarantee of the responsibility mechanism; Innovation of selecting system is the precondition; Creating a scientific performance evaluation system is the system guarantee; Perfecting self-reproaching and resignation system and the system of accountability for officials is the inevitable choice.更多还原
