循环物流的理论方法及运行模式研究

【摘要】 循环经济是倡导与自然环境相和谐的经济发展模式，近年来日益成为实施可持续发展战略的重要途径。越来越多的国家开始重视对这一领域的研究。我国当前确定发展战略为“建立和谐社会”，发展循环经济成为必由之路。物流作为经济运行的重要组成部分，同时也是循环经济运行的桥梁和纽带，发展基于循环经济理论的循环物流，对于循环经济运行的质量和效益、优化资源配置、促进企业结构调整以及构建和谐社会，具有重要意义。目前我国物流尚处于传统物流向现代化物流过渡的阶段，局部有所改善，但整体形式仍不容乐观。传统物流运作模式一方面已难以满足新经济增长的要求，另一方面也导致大量资源的浪费，生态环境的污染和恶化，从而当前物流面临着较大的局限性和再发展的问题。因此，探索构建新的物流运作模式理论可以对企业及整个物流业的发展起到一定的启示作用。本文在总结前人对于循环物流理论研究的现状以及我国现阶段物流的发展情况基础上，以科学发展观和循环经济理论为指导，系统的对循环物流的理论来源、内涵、运行及评价方法进行了研究。具体研究内容包括：(1)剖析了现代物流在迅猛发展的经济和信息背景下存在的问题与局限性，分析阐述了循环经济与循环物流之间的关系、发展循环物流的必要性以及循环物流的理论基础；(2)将循环经济理论应用于循环物流，归纳提出循环物流的概念及内涵，并进一步总结阐述了循环物流的特征，包括其目标、范围和功能，以及循环物流系统的构建原则；(3)运用循环物流的基础理论，研究物流系统活动中企业、社会与生态环境、消费者等处于供应链联盟中各方的竞争合作机制，提出了发展循环物流所应用的技术手段与管理手段，并分别从供应链角度和产品生命周期角度对循环物流运行模式进行了探讨，提出适合新经济发展和生态环境发展以及各节点利益要求的循环物流运行模式，特别对现有研究的薄弱环节——逆向物流运行模式做了深入分析；(4)分析了循环物流运行的稳定性条件，并设计了评价循环物流系统运行中相邻节点间稳定性的指标体系，分别应用模糊分析法和主成分分析法进行评价，并提出两种评价方法的优缺点：(5)分别从政府、企业和社会角度提出了循环物流发展的保障体系建设方法与建议，最后以潍坊市及潍坊海化集团为例，说明了如何发展循环物流。本文从研究循环经济的相关理论出发，提出在循环经济模式下需大力发展循环物流，用循环物流作为循环经济发展和推进的有力工具，必将更好地促进我国物流业和整个经济的健康和谐发展。更多还原

【Abstract】 The circular economy is a kind of economic development pattern whose aim is to produce a harmony of economic development and natural world. In recent years, it has been the execution of sustainable development policy increasingly. More and more countries are beginning to pay more attention to the research of this field. China’s current development strategy is "the establishment of a harmonious society", so we must commit ourselves to develop circular economy. As an important component part of the economic operation, the logistics is a bridge linking of the circular economic operation. Developing circular logistics which is based on the theory of circular economy, is very important for increasing the quality and efficiency of circular economic operation, optimizing the allocation of resources, promoting structural readjustment of enterprises and establishing harmonious society in china.At present, our country’s logistics are still at the stage from traditional logistics to modern logistics. Though its partial conditions are improved, the overall form is not optimistic. Traditional logistics has been difficult to meet new economical and ecological demands. And the current logistics is faced limitations and larger issues in the development. Therefore, it will have some inspiration to explore a new theoretical model of the logistics operation for the enterprises and the development of the logistics industry.On the basis of concluding the logistics research theories of the predecessors and the status of current developments in the logistics of china, and taking "the scientific development concept" and the circular theories as direction, the article researched the theory’s source and meaning, the methods of operation and evaluation about circular logistics by the numbers in this paper. Specific studies include: (1) Analyzing the problems and limitations of modern logistics in the background of the rapid development of the economy and information. And analyzing the relationship between the circular economic and circular logistics, the need for developing circular logistics and the academic basis of circular logistics theories. (2) Based on the theories of circular economy, the article gave the concept and content of the circular logistics, and further elaborated the constructing principle of circular logistics system and the circular logistics’ characteristics which includes objectives, scope and function. (3) Based on the basis theories of circular logistics, the article researched the competition’s and cooperation’s mechanism between enterprises, social, ecological environment and consumer in the union of supply chain and logistics’ activities. The article put forward the technology and management’s resorts of developing circular logistics; and studied the model of circular logistics’ operation from the point of the supply chain and product life; and proposed the circular logistics operating model which is suited to the new economic development, ecological environment and the interests of every joint in logistics, especially studied Reverse Logistics which is the weak links in the existing research. (4) Analyzing the stabilities’ condition of the circular logistics system; and designing the index system which evaluates the stability and evaluation’s methods which use fuzzy analysis and principal component analysis. (5) From the government, enterprises and social point, the article gave the support system of the cycle of developing circular logistics. Finally the article indicated how to develop circular logistics taking WeiFang City as an example.This paper studied the circular economic and logistics’ theories, and put forward the need to develop the circular logistics vigorously under circular economy mode. Taking the circular logistics as a powerful tool for circular economic development, will better promote China’s logistics industry and the entire economy’s harmonious developing.更多还原
