【摘要】 论文首先对国内外有关企业技术创新的理论及其演进的过程做了较为深入、系统地分析、比较和评述，并重点介绍了企业技术创新的评价理论。然后，论文运用应用统计学、技术创新学、计量经济学等理论，深入分析了度量企业技术创新的内涵和核心要素，提出了一套企业技术创新测度的评价标准。根据所设计的指标体系，论文还建立了企业技术创新能力的多层结构聚类分析评价模型。接着，论文以我国八大经济区域技术创新能力为研究对象，从宏观和微观两方面进行了实证分析，揭示出区域企业技术创新的规律性，并针对存在的问题找出解决对策。最后，要提高企业的技术创新能力和创新绩效就要同时搞好企业技术创新的内部和外部环境。对于完善内部环境主要是提高企业经营者素质，培育企业家精神；积极营造培养、重用和吸引科技人才的良好环境；坚持引进与创新相结合，确立技术创新发展战略；技术改造和新产品开发并重；塑造企业创新文化，把企业技术创新置于战略地位；面向市场，以市场需求为导向；建立完善的多渠道企业学习机制和技术创新能力激活机制。对于完善外部环境主要是广开信息渠道，加强信息网络建设：制定鼓励企业自主创新的政策；完善风险投资机制，克服资金不足困难；知识产权是保障、建立和完善有关的行业协会或同业工会、建立研究开发资源聚集的科技园区。更多还原

【Abstract】 First of all, the dissertation made deep analysis, full comparison and brief comment of the enterprise’s technological innovation at home and abroad, and has introduced the measuring theory of enterprise’s technological innovation especially. Then, it used some relative theories, such applied statistics, technological innovation theory, econometrics, etc, to analyze the deep intension and key elements of measuring enterprise’s technological innovation. The dissertation designed an evaluation index system relevant to enterprise’s technological innovation, put forward a set of evaluation criteria to measure enterprise’s technological innovation. According to the index system proposed in this dissertation, the systematic cluster analysis is made and appraisal model of multi-layer structures is built.Then, this dissertation, taking that strength throughout the country as the research object, carried out a real world case study. It also makes further discussion about the reason of the difference throughout our country and found out some solutions to existing problems. At last, if we want to improve technology innovation ability and performance of enterprise, we should perfect the inner and exterior environments at the same time. As to perfect internal environment mainly include: raise enterprise executive’s ability, cultivate entrepreneur spirit; actively construct better environment for cultivating, attracting talented persons in science technology field; combine import with independent innovation, establish innovation development strategy; stress the importance of technical reform equal to development new product; mold innovation culture, make enterprise to lie in strategic position; face to market, in the orientation of market customer requirement. As to perfect exterior environment mainly include: extend information channel, strengthen network construction; establish policy for encouraging enterprise to create independently; perfect risk investment mechanism, overcome the difficulty in lack of funds; knowledge property right is a guarantee; build up and perfect relevant profession association or labor unions in same industry.更多还原
