【摘要】 随着北京市城市建设的快速发展，居民生活水平的提高，生活废弃物的数量持续增长，种类也日趋繁多，在此背景下，北京市居民生活废弃物的回收显得尤为重要，对于即将举办的2008年奥运会也具有重大意义。本论文从生活废弃物回收链化整体的角度，以环境保护为目的，就如何促进北京市生活废弃物回收链规范化、产业化进行全面、系统和深入研究。本文通过文献调研、现场调查及问卷调查等方式，对北京市生活废弃物的回收现状及存在的问题进行了考察，并分析了影响生活废弃物回收的主要因素，在此基础上提出了北京市生活废弃物分类回收体系建立的对策建议。德国、日本等发达国家已经建立起了完备的生活废弃物回收体系，并有专业的机构进行协调与规划，相比较，我国的生活废弃物回收仍存在较多问题，主要体现在管理的力度不够，同时没有合理的规划，对居民生活废弃物的种类了解不足，重源头轻处理，废弃物的回收工作力度不够，同时居民的意识也有待提高。通过对“北京社区居民生活废弃物分类回收”为主要内容的民意调查，发现大多数居民愿意进行废品回收，并希望目前的生活废弃物回收工作能有较大的提高，并且实现统一化、规范化、产业化的管理。本论文汲取国外已成熟理论成果和先进实践经验，结合北京市生活废弃物回收处理现状以及北京市社会发展的客观要求，在充分全面的调研基础上，就如何优化北京市生活废弃物回收链作了深入探讨，主要提出了以下几方面对策建议：建立专业化、规模化、现代化的回收企业；建立生活废弃物回收链的法律体系、政策体系和引导宣传机制等。更多还原

【Abstract】 As the fast development in Beijing, the amount of the life waste grows very rapidly, as grows the kinds, so it is very important to take the research on the reclamation of the life waste in Beijing. This paper on the angle from the physical distribution rationalization, take the environmental protection as a goal, and take the research on how to constructs the Beijing community to regenerate the resources classification recycling physical distribution system comprehensive, systematic .The paper process the research by the questionable survey, on-the-spot investigation and documentation investigation, to inspect the present statue and the exiting problem. and probe the countermeasure on these researches on the system of the reclamation of the waste.In developed countries, such as German and Japan, there are existed system for reclamation, and they have the non-government organization to run the system. And we still have a lot of problem compare with these countries. The externalization is that we still haven’t enough strength to manage, and lots of citizens known little about the reclamation, and in China, we put much more attention on the collect of the waste, not the treatment. Most citizen hope to the city has a effect organization to run the system and wish have a improve, based on the data from the survey.This paper achieved the concluding that how to build up the new system of the reclamation and give the advice of how to improve the state from the government’s point.The research achievement of this thesis can help Beijing to make policy of joint distribution of life waste, which has an important meaning for the sustainable of Beijing.更多还原
