【摘要】 土地整理作为实现土地资源可持续利用的重要手段，不仅要重视补充耕地数量，实现耕地总量动态平衡，而且要在提高耕地质量、改善生态环境、促进经济结构调整等方面发挥积极的作用。但目前我国土地整理活动中仍有一些地方存在重数量、轻质量、忽视生态保护、追求高品位设计等错误倾向，因此我们必须把土地整理综合效益评价作为土地整理的一个重要组成部分，以直观、准确的效益评价来促进土地整理的良性发展。但目前我国土地整理效益评价方面研究还较少，评价方法多以定性描述为主。因此，建立完善的评价指标体系，探讨土地整理效益定量评价的方法不仅可以丰富土地整理的理论，而且对规范与指导土地整理的实践活动也具有重要现实意义。本文在系统研究土地整理效益评价理论的基础上，以内蒙古自治区鄂尔多斯市乌审旗纳林河镇基本农田土地整理项目为例，从经济、社会、生态三方面选取13个评价指标建立项目区土地整理效益评价指标体系，然后运用层次分析法确定本次评价中经济效益、社会效益、生态效益的权重分别为0.539、0.164、0.297，从而确定了各评价指标间的相关联系。最后运用多层次模糊综合评价法得到整理前项目区的经济效益、社会效益、生态效益以及综合效益的量化评价结果为47.84、54.13、45.83、48.21，整理后目区的经济效益、社会效益、生态效益以及综合效益的量化评价结果为83.11、82.49、95.30、84.06，提高了土地整理效益评价的科学性和客观性，通过对评价结果进行对比分析，能够客观、全面的反映出土地整理产生的各项效益，为土地整理实践提供参考依据。更多还原

【Abstract】 As an important approach to achieve the sustainable utilization of land resource, Land consolidation not only need to regard the amount of the farmland, in order to achieve the homeostasis of farmland, but also need to display the active effect in other aspects, such as improve the quality of farmland, reform the ecological condition and promote the adjustment of the economic formations etc. But in fact, there are many improper tendency in the land consolidation project in some region, such as think much of the amount, but neglect the quality and the ecological protection, pursue the high-grade design etc. So, we must take the benefit evaluation as an important part of the land consolidation; accelerate the benign development of land consolidation by intuitionistic and exact benefit evaluation. But currently there is less research of the benefit evaluation of land consolidation in our country, and the way of qualitative analysis is adopted by most people. Therefore, it is very important to constitute the consummate evaluating indicator and probe into the way of quantitative analysis for the benefit evaluation of land consolidation, because it not only can enrich the theory of land consolidation, but also have important meaning to guide the practice of land consolidation.Based on the research of the theory of land consolidation benefit evaluation, the land consolidation project in Nalinhe of Wushen Banner, inner Mongolia was taken as an example in this article, the author chose thirteen factors which belong to aspects of economy, society, and ecology to establish the index system of land consolidation benefit evaluation of project area. And ascertain the relations among the evaluation index by confirmed 0.539, 0.164, 1.297 as the weight of economic benefit, social benefit, and ecological benefit based on the AHP. And finally got the numerical result of the economic benefit, social benefit, ecological benefit and comprehensive benefit of the project area before the consolidation is 47.84, 54.13, 45.83, 48.21, and after the consolidation is 83.11, 82.49, 95.30, 84.06 by multilayer fuzzy comprehensive evaluation, it can reflect the benefit of the land consolidation impersonality by contrasting and analyzing the evaluate results, and provide the reference for the land consolidation practice.更多还原
