【摘要】 康保县地处河北省坝上高原，水资源短缺，自然灾害频繁，生态环境脆弱，经济长期落后，传统农牧业占主导地位，产业结构不能适应现代农村经济发展的要求，加之长期以来人们向自然过度索取，无节制的开垦土地，过度放牧，粗放经营，加剧生态环境恶化，成为典型的经济贫困地区。因此调整该县农村产业结构，解决农业和农村经济中现存问题，对农业和农村经济的进一步发展具有非常重要的意义，对农牧交错带其他类似地区也有借鉴作用。正文分为六章。第一章简要概述了论文研究的背景，以及研究目的与意义；第二章阐述了国内外农村产业结构研究现状；第三章运用数字图表、灰色关联度对康保县农村产业结构的现状进行了分析，特别是农业(第一产业)与非农产业(第二、三产业)之间的关系；大农业的内部结构，主要是农、林、牧、渔之间的关系，指出该县农村产业结构存在的问题。第四章提出农村产业结构调整的原则，并运用SWOT方法对影响该县农村产业结构调整的各种因素进行分析。第五章针对农村产业结构存在的问题，提出农村产业结构调整的目标和模式。调整的措施主要有优化农业产业结构；发展高效生态农业；优化农业区域布局，根据自然、社会经济条件将全县划分为三个综合农业区：北部低山丘陵牧林区、东部缓坡丘陵牧林农区、南部波状平原牧农区；大力发展农村工业，培育乡镇企业尤其是重视民营企业的发展；重点发展为农业生产产前、产中、产后服务第三产业；并运用AHP层次分析法确定了农副产品加工业、旅游业、风力发电、采掘业等四大主导非农产业；加强小城镇建设，构建了该县城镇体系图；提出加强生态环境建设；从市场、科技的角度制定农村产业结构调整的政策措施，保障农村产业结构调整的顺利进行。更多还原

【Abstract】 Kangbao county is located in Bashang plateau of Hebei, water resource is lack, natural disaster is frequent, fragile ecological environment, backwardness in economic, traditional agricultural and animal husbandry hold sway. industrial structure can’t adapt to the financial development demand of modern country. adding Longtime natural resource abusement, unbounded land reclamation, over grazing, coarsely management, results in environmental degradation, become a state poverty- stricken county. So adjusting rural industrial structure is the main means of solving the problem of agriculture and rural economic, it is important for Agriculture and rural economic further development, also can provide guidance for other analogy area in agriculture and pasture interlaced region.The paper is divided into six parts. The first part is briefly summarize the background of paper research, aim and meaning of the thought. The second part elaborates the related research in and out of our country The third part analyze the rural industrial structure situation and existing problems in Kangbao county, especially the relationship between rural and non-rural. Inner structure of macro-agriculture, includes mainly the relation of farming, forestry, animal husbandry and fishing. The fourth part puts forwards some principles of industrial restructuring, and analyze the possible factors by the means of SWOT. The fifth part puts forwards its principles and modes according to the existing problems of rural industrial structure. The Major measures Including optimizing agricultural industrial structure; developing high-efficiency ecoagriculture; optimize agricultural region distribution, according to the social economic conditions, the country is divided into three comprehensive agricultural regions: North low mountain knoll herd forest region, eastern part gentle slope knoll herd forest region, southern undulation animal husbandry and plain farming region; Develop country industry, breed the rural enterprise, especially the privately operated enterprise; Develop tertiary industry service for the pre-natal, mid-production, the post-natal agricultural production, and determine four leadingunrural industries, the agricultural products processing, the tourism industry, the wind power generation, the excavation industry using the AHP level analytical method; Strengthen town construction, make urban system graph; puts forwards some measures and thoughts for the construction of eco-environment; Propose policies and measures of rural industrial structure adjustment on market, science and technology aspects, make sure the smooth implementation adjustment of rural industrial structure.更多还原
