新型办矿模式下安全管理模式的研究

【摘要】 随着我国人口的持续增长，国民经济的高速发展，人们对矿产资源的需求也急剧增加。为大力发展矿业，国内外矿山企业运用现代科学的方法改变现状，力争振兴世界矿业，新型办矿模式相继建立，使矿山企业焕发生机。然而，全球一体化对我国矿业带来的挑战，以及我国矿山片面追求经济效益、安全管理和环境保护意识的淡化、开采技术和设备的相对落后以及承包、转包、租赁等经营管理形式的多样化，安全监管手段滞后，造成矿难事故频频发生，给国家、矿山企业以及附近的广大人民群众造成了巨大的生命财产和经济损失，产生了不良的社会影响，严重制约了国民经济和矿山企业的可持续发展。对此，我们不禁产生这样的疑问，企业的安全管理模式是否还能有效管理矿山企业的安全生产?对于一个企业来说，它的安全状况完全取决于其安全管理运行模式，良好的企业安全管理模式，可以保证企业生产得以平稳、顺利地进行，而落后的不合适宜的安全管理模式，则会影响企业的生产，给企业造成严重的危害，因此，当旧的安全管理模式不适应新的办矿模式下安全生产的要求时，提出一个新的较完善的安全管理模式是非常迫切必要的。本文主要针对在矿山行业比较薄弱但又非常重要的矿山企业新型办矿模式下的安全管理模式作为研究的主要内容。根据国内外矿山的办矿模式及其现状，分析市场经济下我国办矿模式发生的改变，然后通过对国内外现行安全管理模式类型，和我国矿山安全管理现状的分析研究，结合云南驰宏锌锗股份有限公司实际安全管理工作经验成果和缺陷，依据建立科学安全管理模式的指导原则，在国际公认的OSHMS体系的基础上，设计了我国矿山的安全生产标准化管理模式——安全要素化管理模式，以确保我国矿山企业在新型办矿模式下，能够安全稳定的发展。研究设计的安全要素化管理模式既符合OHSAS 18001安全管理体系的要求，又使安全管理要点清晰，各要素配合流程化，易于体系的操作运行，提高企业安全管理水平、安全管理意识，改进技术装备条件，实现安全生产本质化，对矿山企业安全管理模式的建立具有指导意义。安全要素化管理模式更注重安全管理基础元素，强调与作业过程的具体配合，这是安全要素化模式的特点，也是吸收我国安全管理经验的结果。本文结合矿山企业实际，运用理论与实践相结合的研究手段，以云南驰宏锌锗股份有限公司安全管理工作的实际经验和存在问题，完善我国安全管理模式的理论研究，利用理论研究的成果指导实践应用，实现了由实践到理论，又由理论指导实践的过程，不断提高完善我国矿山的安全管理水平。更多还原

【Abstract】 With the durative increase of our country population and the high speed development of the national economy, the demands of the people to mineral resource also rapid augment. For develop the mining vigorously, the domestic and foreign mine enterprises utilize the modern scientific method to change status quo, which purpose is to boost the international mining. And the new transaction ore patterns establish one after another, which causes the mine enterprise to coruscate vital force. However due to mine enterprises one-sided pursue economic efficiency, the safety management and the environmental protection consciousness desalination, the exploitation technology and equipment correspondingly draggle, safety intendance instrument lag as well as the modality of the management and administration diversification such as the contract, the subcontract, the rents and so on, mining accident continually occur. These accidents caused a huge loss of both life and economy to nation, mine enterprises and multitude who live somewhere about mine, brought ill social influence, and badly restricted the continual development of the national economy and mine enterprise. Withal, we can not help to ask whether enterprise’s safety management pattern can effectively manage the mine enterprise’s safety production.For an enterprise, its security status completely lies on safety management movement pattern. The well enterprise safety management pattern can ensures the enterprise safety produces carry through smoothly and favorably, whereas laggard and unbefitting safety management pattern may affects the enterprise’s production and causes the serious harm to the enterprise. Therefore, when the old safety management pattern is unsuitable the demand of the safety production under the new transaction ore pattern, it is urgent and necessary to propose a new more perfect safety management pattern.This thesis mainly aims at the safety management pattern under the mine enterprise’s new transaction ore pattern as the primary research target, which is comparative weakness, yet extraordinary important. Based on the domestic and foreign mine transaction ore patternand status quo, it analyzes the transformation of our country transaction ore pattern under the market economy. Then through the domestic and foreign present safety control pattern type and our country mine safety management status quo, and combine actual safety management experience of YUNNAN CHIHONG Zn & Ge CO. ,LTD, this thesis has designed mine safety production standardization management pattern - security essential factor management pattern according as the guiding principle of the establishment scientific safety control pattern and the internationally recognized OSHMS system. Its purpose is insuring our country mine enterprise could secure and steady development under the new transaction ore patterns.The security essential factor management pattern both conforms to the OHSAS 18,001 safety controls system requirement and causes the safety management’s outline legible, various essential coordination flow. It is propitious to manipulate the system, to raise the enterprise safety management level, safety control consciousness, to improve technical equip condition, and to realize safety production essence. This has the instruction significance to establish the mine enterprise safety management pattern. The security essential factor management pattern pays great attention to the safety management foundation element, and emphasizes cooperation with the work process. This is the security essential factor pattern’s characteristic, and is the result of assimilation our country safety management experience.This thesis combines the mine enterprise fact, and utilizes the integrative method which comprises theory and practice, and researches actual safety management experience of YUNNAN CHIHONG Zn & Ge CO. ,LTD and its existent problem to perfect our country safety management pattern fundamental theory research. We can utilize the achievement of the fundamental theory research to instruct practical application, and implement from practice to theory, and then the theory instruct practice.
