老厂锡矿安全评价的定量化研究

【摘要】 矿山安全评价在我国刚开始几年,大量基础性工作还未进行,已开始的安全评价工作主要是针对宏观安全管理,还不够深入。在评价方法上,目前仍停留在检查表、打分赋值等定性或半定量评价水平上,定量化的程度不高。本文针对云南锡业集团公司老厂锡矿的安全评价,主要应用模糊综合评判的方法进行了定量化的计算。根据老厂锡矿安全评价单元的划分,建立了评判的因素集。通过层次分析法(AHP)的原理和步骤,计算得出了各个评价因素的权重值并证明了结果的合理可行,建立了评判的权重集。由老厂锡矿安全等级的划分,结合安全检查表的打分情况,用隶属函数的方法建立了对各个评价因素进行评判的评判集。在已知因素集、权重集和评判集的基础上,对老厂锡矿的安全生产状况进行了两层的模糊综合评判,得出了与实际情况相吻合的评价结果。应用模糊综合评判的方法对大型矿山进行安全评价,各个环节都能提供较完全的定量的计算,得到一个定量化的结果,因此,对于矿山不断提高安全生产管理水平,及时了解、掌握并采取相应的措施消除存在的安全隐患,减少和避免安全事故的发生,实现正常的安全生产,具有重要的指导作用和现实意义。该方法可操作性强,效果较好,在对大型矿山进行安全评价时,具有广泛的应用价值。

【Abstract】 The mine safety appraisement just started in our country for several years, the massive foundational works have not been carried on. The started safety appraisement works mainly aim at the macroscopical safety control, but also insufficiently are thorough. At present the appraisement methods such as the check table, the marking and so on are still qualitative or half quantificational. The quantificational degree is not high.Aims at the Laochang tin mine’s safety appraisement of the Yunnan tin industry group company, the author has carried on the quantificational computation by the method of fuzzy comprehensive appraisement.According to the division of Laochang tin mine’s safety appraisement unit, the author has established the appraisable factor collection. By the principle and step of Analytic Hierarchy Process (AHP), the author has obtained each appraisal factor’s weight and proven each result was reasonable and feasible. So the author has established the appraisable weight collection. On the base of the division of Laochang tin mine’s safety grade and the marking of safety check list, the author has carried on the appraisement to each appraisable factor by the method of subjection function. Than the author has established the appraisement collection. In the known the factor collection, the weight collection and the appraisement collection, the author has carried on two hierarchy fuzzy comprehensive appraisement to the Laochang tin mine’s safety in production condition. The appraisement result tallies with the actual situation.Applying the method of fuzzy comprehensive appraisement to carry on the safety appraisement to the large-scale mine, each link all can be provided a complete quantificational computation and obtained a quantificational result. Therefore, the method can unceasingly raise the safety in production management level regarding the mine. At the same time, it can make people not only understand, grasp and adopt the corresponding measure to eliminate the existence of hidden danger in good season, but also reduce and avoid the occurrence of safety accident to come true the normal safety in production. In a word, the method has an important instruction function and practical significance regarding mine.This method’s application is very simple. The effect is better. It has a widespread application value when people carries on the safety appraisement to the large-scale mine.
