【摘要】 自主创新已被提升为国家战略,发展创业投资是我们提高自主创新能力的关键所在。本质上说,创业投资是一种市场行为,政府在创业投资中的职能范围应集中地体现在它为创造一个适宜的发展环境。从我国国情来看,区域性的创业投资支持环境是国家创业投资环境的重要组成部分,是我国全面发展创业投资业不可或缺的。笔者在综合考虑已有研究成果的基础上,经过反复筛选,得到创业投资区域支持环境系统的因素结构,并构建基于AHP的三级指标体系,目标层只有1个因素,准则层有5个子因素,指标层有18个指标,并通过AHP法进行因素权重的估算。东部沿海地区是我国最需要发展创业投资的地区,创业投资可能成为东部沿海地区经济可持续发展的一个突破口。但是在实际操作中,要充分的与中国的实际情况相结合,为中国的创业投资业创造有当地特色的区域支持环境。因此,必须选择一个有代表性的地区作为案例进行研究。本文选择江苏省昆山市作为案例,是因为昆山市的经济以较高的速度增长,但是技术进步贡献率偏低,经济增长方式落后、经济发展的潜能不足。昆山必须对产业进行升级,向真正的高科技产业过渡,因此昆山需要创业投资。基于笔者建立的创业投资区域支持环境对昆山的现状进行评价,笔者认为昆山市创业投资支持环境总体情况较差,有待于进行培育与优化。昆山当地政府介入创业投资更为重要的是要进行相关制度环境的建设,以创造有利于引导创业投资,促进创业投资业大发展的社会环境。更多还原

【Abstract】 “Independent Innovation”has been enacted as one of strategies of China, and to develop venture capital is where the shoe pinches.Virtually, venture capital is one of the market behaviors, so all functions of government that deal with venture capital should focus on developing a fitting environment. Considering the situation of our country,as an important part of national venture capital environment, regional environment is indispensable. Based on all available theory,factors are chosen to form the model of regional venture capital environment.Eastern littoral is the region that need venture capital most, and venture capital can be a breakthrough for sustainable economic development. However, in practice, we should consider the situation of China and establish regional venture capital environment that has local characteristic. Therefore, we should choose a representative region as a case to study, and the case I chose is Kunshan. Kunshan has been chosen as the case. Economic of Kunshan is developing at a rapid speed, but with a behindhand way and an insufficient potential. Kunshan must upgrade its industry to hi-tech industry, so she need venture capital.Based on the established model of regional venture capital environment, we consider the situation of Kunshan under correction. The most important thing the local government should do is to optimize the environment to develop venture capital.更多还原
