【摘要】 随着我国和谐社会的建设与发展,高等院校的作用愈显突出和重要。近年来,高等教育体制改革不断深化,高等院校的类型增加、职能范围扩大、性质及特征生变,办学方式日趋多样化。但与此同时,高等院校稳定问题日渐突出,已经引起了各界的关注。高等院校稳定不仅关系到高等院校自身的建设与发展,而且关系到整个社会的稳定。上至中央,下至地方政府,也包括各高等院校都十分重视维护高等院校的稳定。可以说,高等院校稳定是实现社会长治久安的前提和基础,意义十分重大。高等院校稳定实践中面临的种种问题迫切需要理论上进行深入研究,并亟待建立和完善维护高等院校稳定工作体系及机制。本文以邓小平理论和“三个代表”重要思想为指导,以贯彻党的十六届四中全会精神,落实党中央提出的人才强国战略,营造良好的人才培养环境为前提,阐述高等院校稳定机制对于人才培养和社会和谐发展的重要意义。利用管理学、教育学、心理学、社会学等理论知识,分析目前国内外研究概况、水平及发展趋势,并运用系统分析法对高等院校稳定机制的各种影响因素进行综合分析、整合,归纳出高等院校稳定机制的主要影响因素。在现状分析的基础上,结合我国高等院校稳定机制内涵的定义,提出构建“四位一体”的高等院校稳定机制,以解决目前我国高等院校稳定机制建设中存在的主要问题。并从整体构建的角度,提出我国高等院校应主要着眼于“四个要素”来建构。在此研究基础上,从分析高等院校稳定机制内部主要问题入手,通过构建高等院校稳定机制评价指标体系,使高等院校稳定机制这一复杂的系统工程具有可操作性。这对进一步维护和加强新时期高等院校稳定工作,建立和完善我国高等院校稳定机制具有非常重要的理论价值和极其深远的现实指导意义。更多还原

【Abstract】 With the development and construction of our harmonious society, the role of Higher Education Institutions is more important and prominent. In recent years Higher Education system has achieved highly effective, it can seem from the type of Higher Education has increased, the sphere of function has enlarged, the nature and characters have changed, and the way of established institutions will make diversity. But at the same time the problem in stability of Higher Education Institutions is being put to the fore and this has evoked attention from various circles. The stability of Higher Education Institutions not only related to the construction and development of Higher Education Institutions itself, but also related to the stability of the whole society. Every Higher Education Institutions pay great attention to it from upper central authorities to local government. So we can say that the stability of Higher Education Institutions is the precondition and foundation of long-term stability and security in society. And its sense is significant. The problems in practice of the stable Higher Education Institutions greatly need go deep study on theories, and demand established and perfectly upholding in work system and mechanism of stable Higher Education Institutions. And bring forward the idea stabilizing machine-made strategy about our country institute from long-term visual angle.
