【摘要】 教科书重复使用利国利民，在欧美等西方发达国家早已推行。推行教科书重复使用具有重要的经济效益和社会效益。它可以让同一资源不断得到利用，发挥物的最大效用。从而在最大限度上提高资源的利用率，也在最大程度上体现了循环经济的核心理念。教科书重复使用完全切合循环经济的理念、本质和模式。它是循环经济范畴的一部分，是我国正在推行的循环经济建设的重要内容的有机组成部分，也是贯彻落实科学发展观的具体体现。文章通过实证分析教科书重复使用在我国部分地区和单位试行已经取得的经济效益和社会效益，同时分析目前在我国推行教科书重复使用所面临的障碍和困难及其产生原因，结合循环经济等理论分析教科书重复使用的重要经济意义和社会意义，综合国内外教科书使用的实际情况和我国经济发展实际，结合我国正在大力推行的“二免一补”政策和“全国教育第十个五年规划”的发展情况，根据不同教育层次、不同学科、城乡之间差别等实际，提出了教科书重复使用的具体实施措施和政策建议。更多还原

【Abstract】 The recycle of textbook benefits the nation and the people, which has already pursued in western developed countries such as America and Europe. The repeated use of the textbook has important economic and social benefits. It may make the same resources being used unceasingly by making best use of resources. Thus it enhances the use factor of resources on maximum level, it also reflects the core idea of circulation economy.It is the organic component of the important content of recycle economy, which our country is pursuing. It is also the basic demand of sustainable development of economics and society of our country. This essay gives the real example of textbook reuse in some areas and offices, which have already made important economic and social benefits in our country. At the same time, this article also points out that pursuing the textbook to recycle faces many present obstacles and difficulties in our country and analyzes the reasons. Combining some theories such as recycle economy, this essay analyzes the important economic and social effects of the textbook recycle. Combining actual conditions of the domestic and international textbook use and economic development of our country and " two exempt one benefit " policy and development of " the tenth Five-Year Plan of national educational " that our country popularize in a more cost-effective manner, this essay has put forward concrete enforcement measure and policy recommendations of the textbook recycle according to the reality of different educational levels, different subjects, the difference between town and country.更多还原
