【摘要】 近年来，自由降落式救生艇的降放装置，由于其种种优势。使该装置在海船上得到越来越广泛的配备使用。但是，我们发现船上与该装置相关的事故也频频发生，而且得到国际上的高度重视。IMO船员培训与值班标准分委会从33次会议到37次会议一直在关注这个问题，同时一些国家也就这个问题进行研究，并且提出一些解决办法。SOLAS公约2004年修正案海安会决议MSC．152(78)要求，从2006年7月1日起，放宽了救生设备载员试验的要求，允许弃船演习中，降落救生艇时不搭载操作人员。 中国是个具有50万船员的航运大国，广大船员必须了解掌握这种装置的操作使用技能，并同时注意在操作时的安全注意事项，确保操作使用上的安全。为此作为负责船员培训工作的单位，更是责无旁贷，首当其冲地做好这项工作。 作者采用社会调查的方法，依据国际公约和我国的具体要求，制定出适合本国国情的规定和评估体系。同时，对于船员培训情况的评估是一些模糊的概念。作者经过研究采用模糊数学的知识，采用综合评判的方法，建立船员综合评判模型，给了每个参加评估的船员一个非常客观的评价。更多还原

【Abstract】 In recent years, Freefall lifeboat systems were widely provided and used due to its advantages. But we find the accident relating to the equipments often happed. And then international organization is paying a good deal of attention this. IMO Meeting Document’s STW Subcommittee Session 33-38 Agenda Item also pays close attention to this. At the same time some states study the problem and pose the resolving measure. SOLAS convention as amended in 2004, MSC. 152(78) relax the require that permit no person in lifeboat during the boat drill from the first July, 2006.China is the large shipping country owning 500 thousand seamen. The crew must master operating the equipment and ensure the safe. The training units must do this well firstly.The author formulates the order and the assess system using the society investigation according to the international convention and the requirements of our state. The assessment about the crew training is a vague conception. The author applying the fuzz mathematics and synthetic assess establish the synthetics assess model.
