【摘要】 本文以国内外有关人力资源理论与经济发展理论为依据,在借鉴和吸收相关研究成果的基础上,运用经济学分析工具,对新疆人力资源开发现状进行了综合分析。本文认为,人力资源在新疆经济发展中具有主导作用。教育、就业、医疗保健、人口流动等诸方面是新疆人力资源开发的有效途径。通过分析可看出,新疆的人力资源开发在实践中还存在许多问题,应结合经济发展的实际制定合理政策,从多角度、多途径、全方位开发人力资源。本文分为五个部分:第一章——引言;本章解释并区分人力资源和经济发展的相关概念,简要回顾国内外的理论成果,阐明本文的选题意义、研究方法及主要研究内容。第二章——新疆人力资源开发的现状分析;本章从新疆人力资源的民族分布、空间分布、地区分布、产业结构分布等几个方面,归纳总结新疆人力资源分布的特点及人力资源配置中存在的主要问题。第三章——人力资源与新疆区域经济发展;本章依据世界著名经济学家所提出的有关经济增长的理论模型,进一步论证人力资源开发在新疆经济发展中的重要作用。第四章——新疆人力资源开发的途径分析;本章从教育、就业、医疗保健、人口流动等四个基本层面,探索新疆人力资源开发的有效途径,并具体分析各开发途径对新疆经济发展的影响。第五章——结论及对策建议;本章对全文进行总结,提出新疆应采取切实可行的措施开发人力资源,进而促进经济发展。需要特别指明的是,由于本选题关注的是少数民族地区,新疆作为我国五个民族自治区之一,其兼具民族特色的人文环境、源远流长的传统文化以及虔诚久远的宗教信仰,对该地区人力资源开发产生着重要的影响,也使得本选题的研究具有明显的民族和区域特性。更多还原

【Abstract】 The paper bases on the domestic and international theories about human resource development and economic development, absorbs and resorts some relevant research achievement, uses correlative economic tools to analyse the present condition of the human resource development in Xinjiang. The paper considers that the human resource take a leading role in this process of economic development in Xinjiang. And regards that education, employment, health and medical treatment, population floating are valid paths to exploit human resource in Xinjiang. By analysis, we can see that there are still many problems in this process about exploiting the human resource. According to the present conditions, the government of xinjiang should carry out some reasonable policies to exploit the human resource in many angles, many paths and all—directions.The paper includes five parts : Chapter 1—Preface, this chapter explain and distinguish some relevant conceptions about human resource and economic development, synopsis review the domestic and international theories and research achievement in this fields. Chapter 2—Analysis on the present conditions about the human resource in Xinjiang. This chapter analyse the present situation of the human resource in Xingjiang from many angles. These angles includes ethnic population distribution, spacial demographic distribution, regional distribution and the industry structure distribution etc. Chapter3—The human resource development and regional economic development in Xinjiang. This chapter depends on the models of economic growth theories which pointed out by the famous economists. And prove that the human resource development take important function to promote economic development in Xinjiang. Chapter4—Analysis on the developmental paths of the human resource in Xinjiang. This chapter analyzes and probes the valid paths to exploit Xinjiang’s human resource from four basic levels. This levels include education, employment, medical treatment and health conditions, population floating etc. Chapter5—conclusion and countermeasure. This chapter summarizes the whole article and puts forward some reasonable measures about how to exploit the human resources and how to promote the economic development in Xinjiang.The following points are essential to be indicated specically. Because this topic mainly concerned the national minority regions. Xinjiang province as the one of five national autonomy regions, it possesses many characters such as the ethnic humanities environment, the age-old traditional culture and pious religious belief. These characters influence Xinjiang’s human resource development importantly, and make this selected topic with ethnic and regional peculiarities distinctively.更多还原
