【摘要】 保障散杂居少数民族的合法权益,是党和国家民族工作的重要组成部分。应切实保障散杂居少数民族的合法权益,以构建社会主义和谐民族关系,维护社会的稳定,实现各民族的团结进步和共同繁荣。山东省,作为我国典型的散杂居民族省份,在保障少数民族的合法权益,尤其是保障少数民族的政治权益和经济权益方面,取得了较大的成就。但是,由于多种因素的综合原因,在山东,屡屡出现清真饮食行业中的清真食品不清真的问题,迫使有着土葬深埋习俗的回族群众平坟的问题,少数民族考生在升学与就业方面的合法权益得不到相应保障的问题,边疆民族地区的少数民族流动人口来山东经商、做工、旅游等,因语言、风俗习惯和宗教信仰方面的差异而引起一些摩擦和伤害事件的问题,以及在一些宣传报道和文艺作品中出现歪曲少数民族的风俗习惯和宗教信仰、伤害少数民族的感情的事件等等,而且山东的一些民族社区对民族工作的思想认识、工作措施不到位,形成了散杂居少数民族权益保障的部分“盲区”,这不仅违背了国家所实施的保障散杂居少数民族合法权益的政策和法规,而且,在一定程度上影响了山东和谐的社会主义民族关系的构建。山东散杂居少数民族权益损害事件的发生,既有保障散杂居少数民族权益的相关政策和法规落实不到位、不健全方面的原因,也有在市场经济条件下缺乏保障散杂居少数民族权益的长效机制的影响,而且更加需要发展经济,切实提高散杂居少数民族的经济生活水平,并且需要制定一整套实现散杂居少数民族经济和社会权益的优惠政策体系。保障散杂居少数民族的合法权益,是构建社会主义和谐社会的客观要求。在保障散杂居少数民族权益的过程中,大力发展散杂居地区的经济,提高散杂居民族群众的生活水平,保障其经济权益是基础;贯彻落实党的各项民族政策是前提;构建实现散杂居少数民族经济和社会权益的优惠政策体系和长效机制是保障;完善民族法制,将散杂居少数民族权益保障纳入法制化轨道是根本之策。更多还原

【Abstract】 Guaranteeing the legal rights and interests of nationalities minority living scatteredly and together ,is an important part of national work of party and country .Really guaranteeing their legal rights and interests is very meaningful for building harmonious society ,safeguarding our country of stability and realizing common prosperity and unity and progress.ShanDong province ,as a typical province nationalities minotity of legal rights and interests ,especially in guaranteeing their politics and economic rights and interests ,it has make great achievements. But becauses of various causes,often cause some problems ,for instance ,the plain foods are not plain in plain catering trade ,to compel the nation hui who deep buried in the ground when died to level tomb , the legal rights of examinees of nationalities minority in entering a higher school and getting a job are not defended, the floating population of nationalities minority who go to Shan Dong in border area,because of language and customs and riligious beliefs differences,cause some fricrions and huiting incidents and some distorting nationalities minority customs、riligious beliefs and hurting feeling of incidents,even and the ideas and ways are not enough in some nation community in Shan Dong ,who form some“blind areas”in safeguarding their legal rights,but also in a sense affect the building of harmonious national relations in Shan Dong.The occurance of hurting incident of these nationalities minority in Shan Dong,on one thing ,because these policies and laws safeguarding nationalities minority in Shan Dong have been not carried out ,on the the other thing, because there is on a permanent affecting mechanisms .And need to develop economy ,enhance their living level and must make a preferential policies system for defending their economic and social rights.Safeguarding these nations of legal rights is a need of building socialism harmonioussociety ;In the course of safeguarding their rights ,developing economy, enhancing their living level ,defending their economic rights ,are foundation;Carrying out the party of various policies of nations is premise.Cconstructing the preferential policies system and permanent mechanisms is a safeguarding.Perfecting legal system and putting the righrs defending for these nationalities minority into the tracks are fundamental tractics.更多还原
