【摘要】 在人类生态环境日益恶化、资源日益短缺的今天,作为新世纪国际社会推进可持续发展的一个行之有效的手段——以“资源——产品——再生资源”为特征的循环经济模式日益得到各方重视。本论文首先分析可持续发展的理念的由来,并指出发展循环经济是实现可持续发展的必由之路。第三章论述了循环经济的基本理论,分析了我国发展循环经济存在的问题,提出了解决问题的对策。第五章研究了循环经济的激励机制,并论述了发展循环经济的激励对策。第四章重点研究了区域循环经济建设的评价问题,首先建立了评价区域循环经济建设的评价指标体系,接着提出用基于网络层次分析法(ANP)的模糊综合评价法对区域循环经济建设进行评价。借鉴以上的研究成果,本文第六章就唐山市的循环经济建设情况做出了评价。最后对本论文内容和得出的主要结论进行了总结,并指出了该问题需要进一步深入研究的方向。循环经济是一个崭新的事物,但发展十分迅速。通过对区域循环经济发展状况的度量与评价,根据实际情况运用相应的激励机制,才能保证区域循环经济的良性发展,最终建立可持续发展的循环型社会。本论文的创新之处在于对循环经济激励机制的研究以及区域循环经济评价体系和基于ANP的模糊评价方法。借鉴可持续发展和生态区域评价成熟的指标体系,围绕循环经济的特点和原则,考虑各个指标的相互依存关系,建立独立的指标体系,并通过唐山市的实证研究,得出结论:①通过对区域循环经济的有效激励,可以促进区域的可持续发展;②本论文建立的区域循环经济评价指标体系能够反映区域循环经济建设的水平。更多还原

【Abstract】 After years of Environment worsening and Natural resources shortage, Sustainable Development has becoming one of the most effective ways attached more and more by society with character of“Natural resource—Production—Recycling economy”.First this paper analyzes the notion and origin of sustainable development , then point out recycling economy is the only way to achieve sustainable development. Chapter 3 expounds the basic theory of recycling economy , analyzes the problem of recycling economy construction and gives the strategy . Chapter 5 discuss the excitation of recycling economy. Chapter 4 focuses on the evaluation of the results of a city’s recycling economy construction. First a complete and independent index system is set up and then putting forward a proposal of using Analytic Network Process (ANP) to evaluate a city’s recycling economy construction. Chapter 6 utilizes the conclusions above to analyze the situation of Tangshan in China. Finally this paper sums up the main points of the region’s recycling economy construction and points out the way of further study.Recycling economy is a new but rapidly-expanding concept. A lot of studies have done on the disposal of house refuses and the terminal management. Through the measure and evaluation of region recycling economy, we should adopt the appropriate excitation procession in order to hold a recycling economy society .The innovation of this paper is that building the evaluation index system and pointing out the evaluation method according to the region’s recycling economy construction plan. Through the case study of Tangshan in China using the theoretical conclusions above this paper draws the conclusion:①Effective excitation procession could stimulate the recycling economy construction.②The index system and evaluation method advanced in this paper can reflect the situation of a region’s recycling economy construction.更多还原
