【摘要】 电信产业作为基础网络产业涉及国家信息安全和社会福利增进。如何推进电信产业发展是促进社会发展的敏感问题之一。公众关注电信产业的政府管制改革,理论界多年以来也在研究电信产业政府管制的理论模型。1998年中华人民共和国信息产业部的成立,可作为中国电信产业的政府管制改革进入新阶段的开端。目前,中国电信市场已初步形成市场竞争格局,尤其是在一些电信业务市场已呈现出不同所有制企业相互竞争、共同发展的态势。中国电信市场正向着通过市场竞争实现社会资源配置的方向发展。但在电信产业改革进程中,也存在不少亟待解决的问题。如何选择和怎样构建适合中国电信产业发展的电信产业政府管制的模式就是其中的关键问题之一。本论文关注于对中国电信产业的政府管制模式的研究。对市场经济条件下的政府管制理论和电信产业的政府管制加以介绍;研究了中国电信产业的政府管制现状;随后讨论了美国、英国和日本的电信产业改革,总结出可供中国电信产业政府管制模式借鉴的成功经验。基于现代管制经济学理论,借鉴其他国家的实践经验,构建出中国电信产业的政府管制的目标模式,并提出向目标模式转化的实施途径。为中国电信产业政府管制的发展提出了建议与具体解决方案。更多还原

【Abstract】 Telecom Industry is a basic network industry that is connected with the national safety and the social benefit. It is one of impressible problems that how to develop telecom industry. The people are keen on the reform of telecom regulation. And the scholars have studied the model of telecom regulations for many years. In China, the reform has gotten in on the ground from Ministry of Information Industry has been set up in 1998. The competitive market structure has been present in Chinese telecom market. Especially in some market segments have presented in different owned organizations compete together. Telecom market is getting the way to be ordered by the competition. There are many subtle problems should be solved among the telecom reformational steps pulling off. How to select or how to build an adaptive pattern of regulation agency is one of the urgent problems.Research on pattern of telecom industry regulation in China is the object in the paper. Began with the introduction of the theory of Regulation in market economies. Introduced the Regulation in telecom industry. Researched the performance of the telecom regulation in China today. Then debated the courses of telecom reform in U.S.A., U.K., and Japan. Summarized some useful experiences or rules would be references for China. Based on the regulation theory and the references from other countries, it has built a theoretical mode of telecom regulation in China and provided several improvable tools for practice.
