空袭警报控制系统的研究

【摘要】 空袭警报系统既是战时向城市居民发放防空袭警报信号,组织人民防空袭的警报发放系统;也是政府在紧急情况下处理重大灾害事故时的有效应急报知手段。本文介绍了一套结合我国人民防空建设的实际情况而开发的空袭警报控制系统。该套控制系统可分为控制中心、控制网络、控制终端三大部分。 控制中心是系统的‘大脑’,它指挥、协调着整个系统的工作。本文结合我国人防管辖行政区的划分情况,提出了基于地理信息系统的二级控制中心的方案。平时系统由总控中心控制,特殊情况每个分控中心都可像总控中心一样控制各警报终端。 控制网络是系统信息传输的通道,本文采用了有线的PSTN网和无线的GPRS网相结合的方案。有线和无线网络既可独立工作,又可互为备份,增加了信息传输的可靠性。 控制终端是命令的执行者,本文以一款电动警报终端为例,介绍了终端的功能、结构、组成。 作为一个保密性、安全性、实时性要求都较高的控制系统,本文还阐述了系统的安全性方案,系统的同步技术以及系统冗余的信息传输方式。
【Abstract】 Air-raid Siren system is not only alert system to inform citizen air alert to build better aerial defense in wartime case, but also effective notice measures of government to deal with emergency disaster or accident. The paper describes a set of alert control system developed based on national aerial defense construction practices which is composed of control center, control network and control terminals.Control center is the headquarter to command and control whole system. The paper puts forward a solution of GIS-based level II control center according to national people aerial defence authorized district. Usually, chief control center controls the system. In special case, the subordinate control center could control alert terminals as chief control center.Control network is the systematic information transmission channel. The paper introduces a solution to combine fixed PSTN network and wireless GPRS network. Both of the networks can work individually or standby for each other so as to improve reliability of information transmission.Control terminals are to execute the commands. The paper presents the functions, structures and composition of terminals with an electrical alert terminal example.The paper also discusses safety solution, synchronization and redundant information transmission methods of the system.
