陕北能源重化工基地新型工业化研究

【摘要】 随着我国经济的高速发展，能源的需求量越来越大。能源作为一种极重要的战略资源已日益成为制约我国经济发展的瓶颈。一方面，我国能源的对外依存度日益提高，能源安全问题日益引起广泛关注；另一方面，曾支撑我国经济发展的东北等能源基地相继出现了资源枯竭。在这种背景下，基于我国能源安全的考虑，建设新的能源基地意义重大。陕北地区具有丰富的能源资源，具有建设能源重化工基地的良好条件。陕北能源重化工基地的开发不仅关乎当地经济的可持续发展，而且影响到我国的能源安全。因此，对于这一开发过程进行深入研究是有必要的。 作者从我国能源安全形势的分析入手，阐述了建设陕北能源重化工基地的意义。该基地的建设过程，从发展经济学的角度看也即是当地工业化的过程，而这一过程应区别于传统工业化的模式，走新型工业化的道路。作者根据目前关于新型工业化的论述，系统地从区域经济学、发展经济学、环境经济学等角度阐述了新型工业化的内涵。在此基础上，分析了陕北能源重化工基地目前的开发现状，按照新型工业化的要求提出了进一步发展的对策与建议。 本文的主要工作表现为：(1)系统分析了我国面临的能源问题，将这些问题总结为能源环境问题、能源利用问题、能源与区域经济发展问题、能源结构问题；(2)根据目前理论界对新型工业化的相关论述，从区域经济学、发展经济学、环境经济学等角度出发，系统阐述了新型工业化的内涵，为新型工业化的实践提供思路；(3)根据新型工业化的要求与陕北能源重化工基地的工业化实践，提出陕北能源重化工基地新型工业化发展的对策与建议。本文的创新点为系统总结了新型工业化的内涵，并据此分析了陕北能源重化工基地新型工业化的探索与发展思路。 从新型工业化的内涵角度，通过对陕北能源重化工基地开发过程的分析，找出了该基地工业化进程中存在的问题。要实现陕北能源重化工基地的可持续发展，走新型工业化道路，应做到加大科技创新力度、发展新能源产业、设立生态基金、实现能源产业规模经济、优化区域产业结构、加大对人力资本的投资、统筹城乡发展与发展能源金融。更多还原

【Abstract】 With China’s rapid economic growth, energy demand is increasing. As a very important strategic, energy resources has become a bottleneck restricting China’s economic development. On one hand, China’s increasing dependence on foreign energy, energy security has attracted increasing attention; The other hand, energy resources bases such as northeast bases and other which has support in China’s economic development have become depleted. In this context, for our energy security considerations, the building of new energy base has great significance. Northern Shaanxi region is rich in energy resources for building energy and heavy chemical industry base. The development of energy resources and heavy chemical industry base in northern Shaanxi not only relates to the local economy and sustainable development, but also influences China’s energy security. Therefore, the development process is necessary to conduct an in-depth study.After analyzes China’s energy security, the author expounds the significance of the building of energy and heavy chemical industry base in northern Shaanxi. The base building process, from the point of view of development economics is a process of industrialization. The process should be different from the traditional mode of industrialization, and take a new road of industrialization. Under the present authors on the new-type industrialization, systematically expounded the connotations of new-type industrialization from regional economics, development economics, environmental economics perspective. On this basis, this paper analyzes current development status quo of energy and heavy chemical industry base in northern Shaanxi in accordance with the requirements of the new industrialization, and put forward countermeasures and suggestions of further development.The main performance: (1) A systematic analysis of energy issues facing our country.
