河南省地矿局地探四队发展战略研究

【摘要】 河南省地矿局第四地质探矿队是主要从事地质勘查找矿的国有地勘单位。自1999年国家对国有地勘单位实行“地勘队伍属地化，地勘单位企业化”改革以来，目前全国的地勘单位只完成了属地化改革第一步，企业化改革尚未真正进行在地质工作不能与经济社会发展的要求相适应、经济社会发展与资源环境的矛盾日益突出情况下，国务院作出了加强地质工作的重大决定。如何在这一历史性的战略机遇期，完成企业化改革、变成地质勘查市场的主体，地探四队面临着下一发如何发展的问题。在这种背景下，提出了地探四队的发展战略问题，本文对此进行了研究。 在研究日，本文搜集和利用了河南省地矿局和地探四队多年的经营财务数据，运用PEST分析、五力模型等工具对企业的外部环境进行了分析；运用数学统计方法和SWOT分析法，对企业内部资源和能力进行了评价，找出了影响地探四队发展的问题所在，评价了地探四队的核心竞争能力，分析了地探四队发展所面临的机会和威胁，以及具有的优势和劣势；运用SWOT矩阵和BCG矩阵等战略工具，对地探四队目前的业务组合进行了分析评价，在此基础上运用QSPM矩阵对地探四队的备选发展战略进行了战略选择，制定了发展战略，给出了战略的实施步骤和具体对策。 通过研究本文认为：地探四队的发展战略应采取纵向一体化战略，由地质勘查业务前向一体化，走一条勘查丌发一体化的产业化之路，从事矿产资源开发，大力进行产业结构调整，形成以矿业开发为支柱，以地质找矿为主体，以工勘施工和多种经营为补充的发展战略新格局。 本研究是建立在战略管理理论与地探四队实践紧密结合的基础上的，对地探四队的发展决策具有重要的参考价值。更多还原

【Abstract】 The fourth team of geological and mineral exploration(No.4GME), bureau of geoexploration and mineral development of Henan Province is professional state geological exploration party. Since year 1999 Chinese government has implemented the reform localized geological exploration party, enterprising geological corporation. Actually many state exploration party carried the first step, but enterprise reform hasn’t been implemented. Since it can’t adopt with society economical development, the conflict between economic development and resource environment become more and more, State Department decided to strengthen geological exploration area. How to implement the enterprise reform and become main part in geological field under this historical strategy opportunity, No.4GME is facing further development problem. With this background this article researched development strategy of the No.4 GME.During the research this article collected and used long years operation and financial data of bureau of geoexploration and mineral development of Henan Province and No.4GME. By the tooling of PEST analysis, Porter’s five Forces this article analysed macro-environment of enterprise, evaluated internal resource and ability of enterprise with statistics and SWOT analysis. Through analysis the article found out the opportunity ,threat , strength and weakness of the No.4GME.Based on SWOT and BGG matrix tooling analysed current business combination, with QSPM matrix selected development strategy, implement plan and countermeasure for the No.4GME.Through research this article pointed out that the development strategy of the No.4GME should be realized lengthways integration and industrialization. It should focus on minerals resource development, adjust industrial structure so that the fourth team of geological and mineral exploration can build new development strategy structure, viz. minerals resource development as mainstay, exploring minerals as main business, exploring construction and mixed firming as supplementary.This research is based on connection of strategy management and practice of the No.4GME, it has important referential value for development decision on No.4GME.更多还原
