配电系统可靠性研究及其局部改造

【摘要】 电力系统的根本任务是尽可能经济而可靠的将电力供给各种用户。安全、经济、可靠是对电力系统的根本要求。随着城市经济的迅速发展,人民生活质量的不断提高,用户对电能质量的要求也越来越高,因而迫切要求对电力系统的可靠性进行正确的评估并进行科学合理的规划。配电系统直接和用户相连,对供电可靠性影响最大,据统计,用户停电故障的80%以上是由电力系统中的配电环节引起的。因而,对配电系统进行可靠性评估,提高配电系统的可靠性水平有着十分重要的意义。 本文在参考大量国内外可靠性文献的基础上,对可靠性评估算法和提高配电网可靠性的策略方面进行了研究。 首先,介绍了国内外关于可靠性的研究现状,以及配电系统可靠性的基本概念和基础知识。 其次,针对配电网的结构及运行特点,在原始数据不足的条件下,利用区间数的计算方法,提出了可靠性的化简分块算法,并考虑到负荷转移受限的约束,给出了区间潮流的计算方法及合理的切负荷模型。 然后,利用配电网分区的思想,将配电系统分成若干个区域。结合配电网的实际情况,提出了配电系统可靠性的局部改善法,或称之为区域改善法。详细介绍了风险评估理论的基本概念,并且计算每个区域的风险指标,进而找出配电系统内的薄弱环节,即薄弱区。针对薄弱区的网络改造不但能降低配电系统薄弱区的运行风险性,同时能使整个配电系统的可靠性得到明显的改善。 最后,本文采用IEEE-RBTS母线6系统进行仿真,计算出各负荷点的可靠性指标、系统的各项可靠性指标及配电网区域风险指标。并找出最合理的局部改善方案,比较改善前后的可靠性指标可以得出,本文提出的配电系统可靠性的局部改善方案的有效性和合理性。

【Abstract】 The fundamental task for power system is to supply power to customers economically and reliably, i.e., security, economy and reliability are the ultimate requisition for power systems. With the development of city economy and improvement of people’s life quality, there is a growing requisition for power quality. Therefore, it is necessary for us to evaluate the reliability of power systems and propose corresponding programming. As is known, distribution network is directly connected to customer, it would affect the power quality greatly. It is estimated that eighty percents of outages in power system are caused by distribution network. Thus it is of great importance to evaluate the reliability of power system and improve the level of reliability.In this thesis, the algorithm of reliability and strategy for improving reliability are studied based on a great many domestic and overseas references.Firstly, Status of reliability study and basic of distribution network are introduced.Secondly, according to the structure and operational characteristic of distribution network, based on interval numbers algorithm, a kind of simplified block algorithm is proposed in the precondition of lack of original data. Meanwhile, an algorithm of interval power flow and load curtailment model are brought forward considering the restriction of load transfer.Thirdly, the distribution network is divided into various parts using the partition method. Then a partial/area improvement method for reliability of distribution system is put forward considering the reality of distribution network. Meanwhile, risk evaluation theory is discussed in details and risk index of every divided part is calculated to find out weak areas of the system. Through the calculation, it can be concluded that rebuilding of weak areas would not only lower the operational risk, but also improve the reliability of distribution system as a whole.Finally, the bus 6 system of IEEE-RBTS is emulated, and the reliability index of load bus, various indexes of system and partial risk index are calculated to find out the best partial improvement method. Compared the pre-improving risk index with post-improving one, it is obvious that the partial improvement method proposed in this paper has better effectiveness and rationality.
