太湖流域水量水质实时监测决策支持系统模型研究及应用

【摘要】 准确、及时地了解流域的水情、水质信息是实现水资源合理开发利用与保护的关键。因此,为有效管理和保护水资源,对水量水质实时监控和开发水量水质决策支持系统是十分必要的。虽然我国在二十世纪八十年代就开始研究水资源优化配置专家决策支持系统,但因系统研制范围局限于某一个地区或流域,至今尚未形成一个适用于全国的、以水资源优化配置为核心的决策支持系统,且基于水质水量实时监测信息的水资源决策支持系统研究尚处于尝试阶段,尤其在平原河网地区。西方发达国家研究水资源优化配置专家决策支持系统早于我国,已经利用现代信息技术建立了较为完备的水资源实时监控系统,建成了先进的、智能化的水资源配置专家决策支持系统,取得了巨大的社会经济效益。 本文利用IWRS分别建立望虞河河网水量和水质模型,自动从系统数据库中读取数据和人工输入的巡测数据,经数据处理,科学运算后,利用IWRS的核心程序RS2000计算出系统内水体的流态,水质模拟计算在此基础上同步进行。同时利用FloodWorks结合IWRS建立望虞河河流实时监测决策支持系统,对沿河各观测站点的水情信息进行实时监测,并根据之前建立的水量水质模型配置,对沿河的水情信息和污染物信息进行实时预报。 模拟结果表明,河网水量模型的计算结果与实测数据吻合的很好,虽然出现极个别的较大误差,但也可以找出合理的原因;河网水质模型也能够清晰的反映河网内的污染物浓度。而通过水量水质实时监测决策支持系统可以对沿河水情信息和污染物信息进行很好的监测和预报。

【Abstract】 To know the information of water amount and water quality is the key to carry out rationally exploiture and protection of water resources. Therefore, it is very indispensable to real-time monitor water amount and water quality and to develop decision support system of water amount and water quality in order to manage and protect water resources effectively. Our country began to investigate the decision support system of water resources since the 1980’s, but there isn’t a decision support system whose core is the optimal arrangement and management system will serve the turn of the whole country because of the range of the system development was limit in certain area or river basin and the research of water resources decision support system which is based on the real time monitoring of water amount and water quality is still on the elementary phase, especially in the area of plain river net. The research of decision support system of water resources in developed countries is earlier than our country. They have set up comparatively self-contained decision support system using modern information technique and obtained tremendous social economic benefit.In this thesis, hydraulic model and water quality model was respectively established by IWRS for Wangyu river. They read the data which stored in system database and the telemetry data which is manually imported automatically, and compute water information in system by using the RS2000 which is the key process of IWRS after dealing with these data. Water quality simulation run at the same time based on the hydraulic simulation. Then the real time monitoring decision support system will be set up by using FloodWorks combined with IWRS for Wangyu river. This system will carry out real time monitoring at every observation station to obtain the water information and pollutant information, and forecast the water information and pollutant concentration based on the hydraulic model and water quality model which have been set up.
