【摘要】 随着我国加快中西部经济发展战略的实施,如何促进和加快县域经济的发展已成为当务之急。县域经济的发展,其实质就是如何促进地方特色产业的发展。在我国不断完善社会主义市场经济的过程中,产业竞争也日趋激烈,地方特色产业竞争力强弱已成为县域经济发展的决定因素。地方特色产业是一定区域范围内,以独特的资源为基础,以独特的生产技术、生产流程和管理组织方式为支撑,制造特色产品或提供特色服务的部门或行业。其核心是具有地方特色的产品或服务,其形成的基础是区域内独具特色的资源,其形成和发展的重要条件是区域所特有的生产技术、生产流程和管理组织方式。区域经济就是特色经济,发展区域经济,就是要以市场需求为导向,以区域优势条件为依托,发展地方特色产业,逐步形成特色经济。研究目的在于促进我们对地方特色产业竞争力的认识进一步深化,为地方特色产业的培育提供一定的指导作用;为发展我国地方特色产业,优化经济结构,避免地区产业结构趋同提供一定的指导作用。理论研究总是建立在前人的基础之上。从斯密的绝对优势理论到弗农的生命周期理论,他们从各个不同的角度进行分析,认为比较优势是竞争力的来源。以克努格曼为代表的新一代经济学家,从当今世界的竞争特点出发,对市场竞争完全性假设作了重大修订,认为竞争力是基于规模经济,产品异质和企业的竞争策略等一系列竞争优势。美国哈佛商学院教授波特是真正从产业竞争力角度来研究竞争力的创始人。波特认为产业竞争力取决于六大因素:要素条件、需求条件、相关与支持产业、企业策略结构与竞争、机遇和政府作用,这就是著名的“钻石模型”理论。比较优势和竞争优势何者决定产业竞争力成为理论界争论的焦点。产业竞争力是指同类产业或企业之间,在市场销售其产品或提供其服务的过程中,通过相互竞争所反映出的生产力。从地方特色产业参与市场竞争的角度看,特定产业的竞争力就是该产业相对于竞争对手的生产率的高低;地方特色产业竞争力要通过企业的市场行更多还原

【Abstract】 As the implement of pushing ahead the development of central-western region economy policy of our nation, how to promote and speed up the county area economy has become an urgent matter. The development of the county level economy is, in its nature, how to promote the special industries with local characteristics. During the process of perfecting socialism market economy system, the competition of industry becomes an increasingly intensity. And the competitiveness of these industries has become the most important factor in county economic development.The definition of industry with local characteristic is: the industry, relying on the special production technique, process and management with special resources as the foundation, produce special product or provide special service in a certain district. The core of it is producing of special product or providing of special service. The growing of it depends on the resources in the very district, and the important condition is the special production technique, process and management.The county economy means the economy which depends on the particularly industry in a certain area. Developing the county economy means developing the particularly industry which taking the advantage of the near countryside. The purpose of this research lies in deepening our understanding of the industry competition, providing some good advice for the industry with particularly features in a specific local area and improving the economic structure.Theories research always builds up from the existing one. People all think that comparative advantages are the source of the competitiveness after carrying on the analysis from different angle, e.g. from the absolute advantage theories更多还原
