【摘要】 我国是一个农业大国,农村人口占全国总人口的64%,“三农”问题历来是我国经济工作的重中之重,它关系到国民经济的全局,改革开放以来我国农业和农村经济的发展取得了巨大的成就,但是,在国民经济长期高速发展的同时,农村和农业发展相对滞后,农民收入增民缓慢。随着加入WTO后农业的进一步对外开放,我国农业和农村发展面临着一系列问题和挑战,其中,包括农村公共投资在内的农村投资不足和既有投资的低效使用,是摆在我们面前亟待解决的一个重要问题。本文在梳理既有研究成果的基础上,对农村公共投资的概念和相关理论进行界定和阐述,并对农村公共投资进行分类,阐述了目前我国农村公共投资的现状、陕西省农村公共投资的情况,特别是西安市农村公共投资的基本情况,并进行了对比。结合案例,分析了农村公共投资存在的问题,借鉴国内外农村公共投资的成功经验,利用定量模型分析方法探讨了我国农村公共投资的优先序。提出解决我国农村公共投资问题的总体思路和建议。论文共分五章,分述如下:第一章导言本章阐明了本文选题背景、目的、意义,综述了国内外研究动态,说明了研究思路方法及可能的创新之处。第二章农村公共投资基础理论本章介绍了农村公共投资的内涵和相关概念,并对农村公共投资进行分类,阐述了农村公共投资与农村经济增长的关系。第三章我国农村公共投资的现状及存在问题本章介绍了我国三级政府财政对农村公共投资的支持情况,结合西安市农村公共投资的案例,分析了农村公共投资存在的问题。第四章国内外农村公共投资借鉴本章详细介绍了法国、日本、美国等发达国家农村公共投资经验,介绍了国内农村公共投资的范例,借鉴国内外农村公共投资的成功经验。第五章农村公共投资的总体思路和基本对策本章运用定量定性相结合分析方法提出了我国农村公共投资的优先序。根据农村公共投资需求预测理论,确定“十一五”期间农村公共投资的总需求量。提出了解决我国农村公共投资问题,特别是西安市农村公共投资的六条基本对策。更多还原

【Abstract】 China is a big agricultural country with rural population representing 64% of the total. The problems of“agriculture, rural regions and peasants”called“Sannong”have been taken into one of the most important key issues in Chinese economic development, which affects the whole national economy. Since China reformed and opened its door, agriculture and rural areas have relatively lagged behind and income of peasants increases very slowly when Chinese economy develops rapidly for a long time. With further opening in agriculture after joining WTO, agricultural and rural development in China faces a series of problems and challenges, including rural public investment with shortage of funding and inefficient use of money. Hence“Sannong”problems are in front of us and need to be solved urgently. In this thesis, concepts of rural public investments were defined and related theories were illuminated on the basis of carding of previous research achievements. Current situation of rural public investments in China and Shaanxi province was expatiated on, especially in Xi’an. The rural public investments were classified and compared. Based on some cases, existed problems of rural public investments were analyzed. According to worldwide successful experiences of rural public investments, the priority of rural public investments in China was discussed by using quantitative mode analysis methods. Some strategies and suggestions were proposed in order to solve the problems of rural public investments in China.There are five chapters in this thesis as follows:Chapter one Introduction. This chapter describes background, objectives and significance of this thesis as well illuminates worldwide research trends, methodology and possible innovation.Chapter two Basic Theories of Rural Public Investments. This chapter introduces connotation and related concepts of rural public investments, classified them and illuminated the relationship between the investments and rural economic development.Chapter three Current Situation and Problems of Rural Public Investments. This chapter introduces Chinese three levels’government support in rural public investments and analyzes their problems through some cases of rural public investments in Xi’an City.Chapter four Worldwide Rural Public Investments. This chapter introduces experiences in rural public investments in developed countries such as France, Japan and USA, and some examples in China and successful experiences in rural public investments worldwide.Chapter five Strategies and Basic Policy in Rural Public Investments. This chapter suggests priorities in rural public investments in China, using both quantitative and qualitative methods together. Based on predictable theories of requirements of rural public investments, the total demand of rural public investments during the Eleventh Five-Year Plan period is determined. Some strategies and policies were suggested in order to solve the problems of rural public investments in China, especially six items of basic policy on Xi’an’s rural public investments were proposed.更多还原
