【摘要】 土地是农民最基本的生产资料,也是农民生活的基本保障。城市化是人类文明进步的重要标志,是经济和社会发展的必然要求,城市化进程的不断加快需要占用更多的土地来满足不断扩大的城市规模,农民失去部分或全部承包经营的土地是城市化进程中的正常现象,而大量失地农民的产生则成为城市化发展的必然趋势。失去土地,就意味着农民失去了基本的物质保障、低成本的生存方式和最基本的就业岗位。目前,多数地区对失地农民给予的有限的土地补偿款,难以长久维持生计、解决养老、医疗、子女教育等问题,也由此引发了不少社会不安定事件。因此,如何给予失地农民长远的基本生活保障,已经成为政府和社会一个急需解决的课题。本文结合西安市近几年的城市化进程,在社会保障基本理论的基础上,通过对上海“镇保模式”、“浙江模式”等我国其他地区失地农民社会保障制度的分析比较,借鉴其他国家失地农民社会保障的经验,提出在征地补偿中采取“土地换保障”及多元化解决方案,和建立失地农民社会保障体系成为解决西安市城市化进程中失地农民问题的最佳途径。通过对西安市社会保障实践经验的分析,最终总结出解决西安市失地农民问题的整体思路,提出建设西安市失地农民社会保障体系的实施步骤,并构建了三个子系统包含十个项目的西安市失地农民社会保障体系。在西安市失地农民社会保障体系构建中还具体提出了养老保险资金、医疗保险资金的测算方法,由此可以确定对西安市失地农民合理的征地补偿。全文共分七个部分:第一章绪论。本章对论文研究的背景、目的和意义、国内外研究动态作了阐述。还提出了论文的研究思路和方法,并对可能的创新之处作了说明。第二章失地农民社会保障相关理论。本部分阐述了城市化、失地农民、社会保障的涵义及相关理论,提出对西安市社会保障方案的借鉴之处。第三章西安市失地农民及其社会保障现状。本章结合西安市近年来的城市化进程和失地农民社会保障现状,提出解决西安市失地农民存在的问题应多条腿走路,在寻求多种途径解决的基础上,构建西安市失地农民社会保障体系。第四章国内失地农民社会保障制度实践经验及借鉴。通过对上海“镇保模式”、“浙江模式”、“南海模式”等我国其他地区失地农民社会保障制度实践经验的分析,提出对西安市社会保障体系建设的借鉴之处。第五章西安市失地农民社会保障体系的构建。本章总结了解决西安市失地农民问题的整体思路,构建了三个子系统包含十个项目的西安市失地农民社会保障体系,并提出建设西安市失地农民社会保障体系分三步走的实施策略。第六章完善失地农民社会保障体系的配套措施。提出通过完善农村土地产权制度、加快户籍制度改革、加快“城中村”改造、完善失地农民社会保障管理体系和法规体系,完善失地农民社会保障体系的配套措施。第七章结论。总结全文观点和得出的结论。更多还原

【Abstract】 The land is the most basic producer material of the farmers, and is also the basic safeguard of the farmers’lives. The urbanization is the important symbol of the progresses of the human culture, and is the inevitable request that the economy and the society develop, that the advancement of urbanization speeds up unceasingly needs to take more lands in order to satisfy the expansion of city scale, the phenomenon that the farmers lose partial or all of their contract management land is normal in the advancement of urbanization, but the result of lots of land-loss farmers become the inevitable trend of urbanized development. Losing the land, means that the farmers has lost the basic material safeguard, the survival way of low cost and the most basic employment post. At present, most areas’limited land compensation funds for the farmers, can not solve the problems of maintaining the livelihood for a long time, cares for the aged, medical services and the children’s education and so on, it has also initiated many social unstable events. Therefore, how to give land-loss farmers long-term basic social insurance has already become the government and society’s urgent topic to solve.This article unifies the Xi’an advancement of urbanization in recent years, on the foundation of the social insurance elementary theory, through the analysis comparison of“the town guarantees pattern”in Shanghai,“the Zhejiang pattern”and some other areas’land-loss farmers’social insurance systems in our country, it refers to other countries’land-loss farmers’social insurance experience, proposes that it should adopt“the land trades the safeguard”and the multiplication solutions in the compensates, and that building the land-loss farmers’social insurance system will become the best way to solve land-loss farmers’problem in the advancement of urbanization in Xi’an. Through the analysis of Xi’an social insurance experience, it finally summarizes the overall mentality of solving Xi’an land-loss farmers’problem, proposes the implementation step of building Xi’an land-loss farmers’social insurance system, and constructs three sub-systems which contain ten projects Xi’an land-loss farmers’social insurance system. In the construction of Xi’an land-loss farmers’social insurance system, it also specifically propose the reckoning method of old-age insurance fund, medical insurance fund, and it can determine the reasonable draft compensates of Xi’an land-loss farmers. This chapter has done an artificial elaboration on the research background, goal and significance, domestic and foreign research dynamics of the paper. It also proposed the study mentality and the method of the paper, and has given illuminate to the place of the possible innovation.Chapter 2 The related theories of the land-loss farmers’social insurance. This part elaborated the conceptions of the urbanization, land-loss farmers, and the social insurance, and the related theories, and proposed the place of model for the Xi’an social insurance theory.Chapter 3. This chapter unified the advancement of urbanization and the situation of the land-loss farmers’social insurance of Xi’an in recent years, and proposed the existed problems which the Xi’an land-loss farmers had caused, and it should walk in the way of multi-strip legs, on the base of seeking many kinds of way to solve the problems. it should construct Xi’an land-loss farmers’social insurance system.Chapter 4. Through the analysis comparison of“the town guarantees model”in Shanghai,“the Zhejiang model”,“the Nanhai model”and some other areas’land-loss farmers’social insurance systems in our country, it proposed the place of model for the construction of Xi’an social insurance system.Chapter 5.This part summarized the overall mentality of solving Xi’an land-loss farmers’problem, constructed three sub-systems which contain ten projects Xi’an land-loss farmers’social insurance system, and proposed the implementation strategy of constructing Xi’an land-loss farmers’social insurance system which will divide three steps to walk.Chapter 6. It proposed the necessary measures of consummating land-loss farmers’social insurance system, through consummating the countryside land property right system, speeding up the reform of the household register system, speeding up the transformation of“the village in the city”, consummating land-loss farmers’social insurance management system and the laws and regulations system.Chapter 7 Conclusion.
