【摘要】 农民、农村和农业问题被称为“三农”问题，“三农”问题是关系到我国全面建设小康社会战略能否顺利实现的重点难点问题。据世界旅游组织预测，到2020年，我国将成为世界旅游的第一大接待国，同时国内旅游也在迅猛发展。目前，我国旅游开发尤其是自然旅游资源开发大多在贫困地区，随着旅游业在解决“三农”问题的过程中扮演了越来越重要的角色，对旅游地出现的“三农”问题的研究自然被提上了日程：研究在我国旅游发展特别是旅游景区的发展过程中，如何促进社区参与，如何协调旅游景区管理者与景区农民的利益等问题，是实现旅游业的可持续发展的需要，是解决“三农”问题的需要，也是构建和谐社会的需要。本文以旅游可持续发展和社区参与作为理论基础，第一章为引论，回顾了国内外相关的文献，揭示了本文写作的背景、意义和研究方法；第二章则对旅游地存在的“三农”问题进行了剖析：指出土地补偿时对农民利益的忽略，农民就业机会少，就业结构不合理，农村社区参与旅游业的程度低等问题；第三章讨论了包括土地赔偿机制、教育和培训机制、农村社区能力建设机制和政府引导机制在内的“三农”利益保障机制；第四章以广东韶关的丹霞山景区为例，从案例具体实在地看旅游地的“三农”问题，印证之前的分析，引发新的思考；最后，在理论和实践、定量与定性分析的基础上，得出第五章的结论和展望：发展农村旅游是必行之策，要克服农村社区参与旅游开发的障碍，改进景区管理方式，呼唤农村旅游NGO的出现，培育土生土长的民营企业家以及加强对弱势群体的关注等。更多还原

【Abstract】 Peasants, Countryside and Agriculture together could be viewed as 3 rural issues. 3 rural issues are relevant with whether affluent society stratagem be implemented smoothly;And according to preview data of WTO(World Tourism Organization) , our country will become the number one tourism reception country of the world in 2020, and domestic tourism is developing very quickly. At present, most of tourism development especially natural resources tourism development areas in our country are depressed areas. As tourism industry plays more and more important role in solving the 3 rural issues, the research of 3 rural issues which happened in tourism destination is naturally place on agenda: during the study process on tourism development especially on scenic area development, how to promote community participation, how to assort with benefits of scenic area managers and scenic area peasants, these problems are all with the needs of sustainable development of tourism industry, with the needs of solving 3 rural issues and with the needs of construction of harmony society. The paper based on sustainable development of tourism and community participation theory, the first part is introduction, looking back literature both here and abroad and revealing sense of the paper; the second part analyses the 3 rural issues existed in tourism destination; the third part discusses the guarantees mechanism of benefits of peasants, including subsidies for the peasants, training and employment, building community ability and government leading; the fourth part taking scenic area Danxia mountain of Guangdong province for example, from concrete instance to confirm the analysis above and initiate new thought; at last, the fifth part obtains conclusion and expectation on the basis of theory and practice, analysis: It is necessary to develop rural tourism and overcome obstacles of countryside community participation, to improve the style of scenic area management, to call the appearance of the third part NGO, to educate local entrepreneur and pay a close attention to local people.更多还原
