【摘要】 如何提高工程项目管理水平,提高工程建设的效益,加快我国项目管理的国际化进程,是我们目前需要解决的一大课题。国内代建制的出现是一个很好的尝试,目前在我国尚处起步阶段,还有很多问题需要解决。虚拟组织作为一种新的组织运作模式,它注重核心能力的开发与利用,这种组织结构能使组织通过优势资源的整合而具有更强的生存能力及应对新机遇和新挑战的能力。它能够较好地应对当前的环境变化和技术机遇,因此,开展对项目代建下虚拟组织项目管理的研究具有重要意义。本文通过对前人研究成果的总结和概括,对虚拟组织的理论基础进行了剖析;提出了虚拟项目组织的概念,论证了它在工程项目代建制中应用的可能性和意义,并对项目虚拟组织在工程代建制管理中的组建方法和步骤以及组建过程中的主要问题进行了阐述;探讨了代建活动中虚拟项目组织的风险管理组织和活动;对在我国组建虚拟项目组织中存在的问题进行分析并提出了具体的对策措施,包括代建制所要求的建设市场体系及其培育、代建单位的市场准入制度及基础设施建设和风险管理、制定的配套政策、法规与制度等问题。更多还原

【Abstract】 At present it is our task about how to enhance the level of project management, and to improve the benefit of construction, which can fasten project management internationalize. It is a good attempt to put forward acting construction reform. Acting construction reform is in a beginning state, so there are many problems to be solved.Several problems which lie in acting construction reform are deeply studied in this paper. About the building of construction market system, it is deeply analyzed about how to develop project management companies of acting construction reform from supervision enterprises. Some policies;-rules on the base of the transformation of government function are researched deeply.The virtual organization is thought to be one of the main organization patterns of 21 centuries. As one kind of new organization operation pattern ,The virtual organization lays stress on the core capability development and utilization ,This kind of organization pattern would have powerful living capability in new circumstances and have the capability to face new challenge.This article thinks that different types of virtual organization have one essential characteristic. That is core capability development and application. Economics and management theory have been used to analyze the theory base of virtual organization in this dissertation .The paper also set forth the method and the process of constructing a virtual organization, and the main problem which in the process of constructing. Finally,The problems that have relation to virtual organization in our country have been analyzed and some suggestions have been proposed.更多还原
