【摘要】 近几年来,人们赖以生存的食品所引起的灾难性事件层出不穷。食品安全成为关系国计民生的一个极为突出的政府问题和社会问题。它已对人的健康造成危害、甚至威胁着人的生命,而且对国家经济发展、政治稳定、社会安宁造成了很大的干扰和威胁。因此,加强我国食品安全监管的研究,建立和完善食品安全体系,实施有效的食品安全对策,对于改善和促进我国食品安全监管、减少食品危害的发生、减轻政府工作的压力、树立政府良好形象、改善人民生活水平,均有极其重要的促进作用。对现处于社会主义市场经济初级阶段,并且经济高速发展、改革正处在转型期间的中国来讲,有效、平稳的处理各类食品安全问题,是我们必须面对和需要认真研究解决的重大问题。本文主要从食品安全的源头入手,以政府监管食品安全的职能作为切入点,对政府监管食品安全进行了全面系统的研究。本文共分为五个部分。第一部分是绪论,介绍了本文的研究背景和研究思路。第二部分分析了政府监管食品安全的现状、必要性及理论依据。在我国政府改革和发展的过程中,完善政府监管食品安全的职能,有利于政府履行维护消费者权利的责任和义务、有利于提升政府执政能力、有利于实现服务型政府的宗旨。第三部分是分析中国政府食品安全监管存在的问题。近年来由于采取了许多有力的措施,国内食品安全状况整体上趋于好转,市场机制的准入和淘汰作用得到加强。但食品安全的形势依然不容乐观,我国政府监管食品安全的职能正在经受严峻的考验。目前存在的问题是食品安全相关法律法规缺乏完整性、公开性和权威性,食品安全监管的体系存在问题,在本部分的最后一节,引用了苏丹红的事件,探讨我国食品安全监管的体制和模式。第四部分提出了政府监管食品安全的方法。包括建立、健全食品监管部门的组织结构;完善监管手段;建立统一、协调的法律法规体系;完善有效监管的外部环境。最后为结论部分。食品安全是一个综合性的社会问题。不仅涉及到行政体制的改革,还涉及到经济体制改革,是一项长期的社会工程。更多还原

【Abstract】 In the last few years, food safety question which causes the disaster event emerges one after another incessantly, becomes more important with the national economy and the people’s livelihood, so it’s not only an extremely prominent government question but also a social question. It not only causes danger to human’s health, but also does harm to the state economy and political and social stability. Therefore, it has the extremely important promoting action for which we should strengthen to our country food safety management research, establishing the consummation food safety system, implementing the effective food security countermeasure, improving and promoting our country food safety management and reducing food harm occurrence. And all of these measures can reduce the pressure of government service, and improve the level of people’s lives. Regarding socialist market economy initial stage, and the economical high speed development, the economy is occupying reforming period for China, every kind of food security problem is processing effectively and steadily, which we should face and earnestly study the major settled issues.This article starts from the source of food security, taking the government function of safeguarding food security to cut into the issue, and analysis the present situation. This article altogether is divided into five parts of contents.The first part is the introduction. The introduction part gives a general idea of the background and framework.The second part of this paper analyzes present situation of food security and the great significance of food safety management. In our government reform and development process, to consummate government function of safe guard food security can contribute to protect and promote the citizen’s quality to promote national development; to maintain consumer’s legitimate power is government’s responsibility; to strengthen the public confidence with government executive ability; to realize the goal of serving people.The third part is to analyze the problems in government’s function of safeguarding food security. In recent years, we have taken many powerful measures, and the whole domestic food security condition tends to change for the better, and the elimination function of market mechanism has strengthened.
