【摘要】 城镇化是农业工业化和农村经济社会现代化的必然趋势。党的十六大确定了全面建设小康社会的奋斗目标,并把加快城镇化进程作为全面建设小康社会的重要任务。城镇化的发展能够带来社会经济关系的剧烈变动,更能驱动城乡地域土地利用的重大变革,并由此引发农村和城市协调发展等系列问题。城镇化必须以用地作为依托,城镇化进程中土地扮演着极其重要的角色,无论是产业结构的调整、人口的聚集,还是基础设施的建设,都必须通过土地的重新配置来实现。因此,在城镇化进程中对土地进行高效、集约利用以促进形成结构合理、功能互补、综合效益最大化的城镇土地利用体系具有重大的现实意义。在近年来我国城镇化飞速发展的背景下,本文提出了所要研究的问题,并对国内外相关的研究作了综述和评价。首先,对城镇化进程中土地资源配置现状进行分析,回顾我国城镇化发展进程,归纳出城镇化进程中用地特点,指出土地资源配置存在的问题,对城镇化进程中影响土地资源配置的若干因素进行了细致的分析。其次,选取内蒙古自治区伊金霍洛旗作为研究对象,从土地利用效益的角度,对其在城镇化进程中的土地资源配置进行评价。通过数据统计,结合城镇化进程中土地资源配置现状,建立评价指标体系,并且利用层次分析法及综合评价得出内蒙古自治区伊金霍洛旗的土地配置总体效益和在经济、社会、生态三个方面的土地资源配置效益。再次,从城镇人口规模和人均建设用地两个方面对城镇用地进行预测,在分析土地资源配置现状的基础上,采用线性规划方法求出伊金霍洛旗2020年的土地利用的最佳结构模式。最后,将提出土地资源优化配置的实施对策。更多还原

【Abstract】 Urbanization is inevitable trend for agriculture industrialization and modernization of rural economy. 16th National Congress of Chinese Communist Party makes building a well-off society in an all-round way as target and quickening urbanization progress as the important mission. Urbanization takes radical changes of economic relationships, drive great changes of land utilization in urban and rural region, and cause a series of problems such as harmonious development of urban and rural area. Urbanization relies on land utilization. Land plays an important role in the progress of urbanization. Adjustment of industrial structure, population gathering and foundation facilities construction are madden into realities through reallocation of land resources. It has important realistic meaning to build land utilization system with reasonable structure, complementing function each other and maximization of comprehensive benefit through efficient and intensive land utilization.At the background of the China fast developing urbanization, this thesis expounds the issue that should be researched, overviews and evaluates the situation of China and overseas study. Firstly, analyses current situation of land allocation in the process of urbanization, overviews the development of China urbanization, concludes the characteristics of land use, then analyses some factors that influence land allocation. Secondly, take Yi jin huo luo Banner in Inner Mongolia for example, evaluates land allocation in the process of urbanization from the prospect of land use benefit. By data statistics and considering current situation, the paper builds evaluate indicator system, calculates land allocation benefit in terms of economic、social and biological by using AHP model. Thirdly, forecasts urban land in terms of population and construction land per capita, on the basis of current situation analysis, calculates optimistic structure by 2020. Finally, the paper puts forward the countermeasures for land resource allocation.更多还原
