基于信息化的军队组织体制转型研究

【摘要】 世界新军事变革的浪潮席卷世界,美国的新军事转型推动着众多国家竞相开展军事变革或转型。与军事理论、武器装备、军事技术的转型相比,军队组织体制转型严重滞后,不能适应信息化战争的要求,亟待解决。本文以新军事变革为背景,以军队信息化的建立为目标,以军队组织体制转型为研究对象,采用理论与实践相结合的方法,系统的研究了基于信息化的军队组织体制转型问题,提出了军队信息化过程中,我国军队组织体制转型所存在的问题,转型的路径和具体对策。本文首先对国内外对军事信息化和军事转型的理论研究进行了综述,提出了所要研究问题的重要性和研究内容;陈述了美俄的新军事变革和军事转型与信息化组织体制转型的整体情况和具体措施,分析了美国和俄罗斯组织体制转型可借鉴的经验。接下来回顾了我国军队信息化建设的历程,分析了我国组织体制现状和所存在的问题,提出我国组织体制与美国之间的差距和发展的需求;在以上研究的基础上,本文最后提出了我国的组织体制转型的路径,接着提出为了保证路径顺利实施,我国组织体制转型中应该重视的具体对策。最后总结全文,指出研究中存在的不足并提出进一步的研究方向。

【Abstract】 The tidal wave of new military transform rolls up the world, the US new military transform pushes numerous nations to develop the military replaces or transforms competitively. Therefore, the military organizational system transformation lags the transformation in military theories, weapon, military technical seriously, it can’t adapt to the information battles.This text takes the new military transforms for background, the establishment of military informatization for target, the military organizational system transformation as the research object. It studies the problem of troop’s informatization organizational system transformation, adopting theories and practice combine together. The text presents the problems which exist in our military organizational system transforming, the path of the transformation and the specific counterplans.Firstly, the text summarizes the domestic and international theories research on the military informatization and transform, put forwards the importance of our studying problem and the studying contents; then states the whole situation of the new military transform and informationization organizational system transformation in USA and Russia, analyzes the experience that we can draw lessons from. Secondly, the text looks back the course of our military informatization establishment, analyzes the present condition and existing problems, finds the gaps between our and the USA. Based on the above analysis, the text presents the path of our organizational system transformation, and the specific counterplans that should ensure its implement smoothly. Tally up the full text finally, we point out the shortages existed in the research and further research directions.
