【摘要】 近年来，越来越多的公共危机给经济和社会的稳定与发展带来危害，因此危机的预警与灾害的防范、应急预案的落实与防灾减灾、灾后的损失评估与防灾能力改进等研究是国内外政府及社会各界广泛关注的重要问题。建立公共危机管理系统，将有助于我们更科学有效地处置公共危机问题。 本文共分6章。第1章分析了公共危机管理的紧迫性并指出该研究的重大意义，阐述了有关公共危机管理的国内外研究现状，并对本文的主要研究思路和方法进行了归纳；第2章研究了危机、公共危机及公共危机管理的基本理论，包括它们的涵义与界定、特征以及基本理论等；第3章研究了构建公共危机管理系统的总体目标和阶段目标，探讨了构建公共危机管理系统的原则，通过分析美国、日本等国家的危机管理体系，纽约、东京和我国南宁等城市危机管理体系以及美国公共卫生事件管理专项系统，构造了公共危机管理系统的总体结构，包括指挥管理系统、处置实施系统、资源保障系统、管理信息系统、决策支持系统等5个系统，并分析了5个系统在平时状态、警戒状态、战时状态和恢复状态下的不同功能以及相互之间的协作；第4章研究了决策支持系统的基本理论，分析了公共危机管理决策支持系统国内外的研究成果，构造了公共危机管理决策支持系统的结构和模式，探讨了公共危机事件的分级分类和资源优化模型。以2005年11月26日发生在九江、瑞昌的地震为例，说明了决策支持系统的具体应用；第5章分析了案例库的局限性，强调了预案在公共危机管理中的重要性，从预案的概念、类型、编制原则和编制内容入手，研究了预案的建立，并提出了预案培训和演练的方法与步骤。第6章总结本文的一些重要研究结论并提出本领域未来研究展望。更多还原

【Abstract】 In recent years, more and more public crises bring danger to stability and development of the economy and the society.Therefore,some researches become important problem which attract attentions of various circles of society and government both at home and abroad, including researches to the prewarning of the crisis and the prevention of disaster, the implementation of measures against emergency and the precaution and reduction of calamity, the assess to calamity loss and the improvement of the ability against calamity. The establishment of the public crisis management system will be helpful to handle the public crisis scientifically and effectively .The thesis is divided into 6 chapters. The chapter 1 analyzes the urgency of the public crisis management, points out the great significance and elaborates the present situation of the research to the public crisis management, and makes inductions to the main research mentality and the methods of this article. The chapter 2 studies some basical problems about the crisis, the public crisis and the public crisis management, Including their implication and limits, characteristic as well as elementary theory and so on. The chapter 3 studies the overall goal and stage goal and discusses the principle to construct the public crisis management system. And then through the analysis to the crisis management system in US and Japan ,the city crisis management system in New York, Tokyo and Nanning as well as the special management system to American public health event, this chapter constructs the overall structure of public crisis management system including direction management system, handling implementation system, resources safeguard system, information management system, decision-making supporting system ,and analyzes their different function as well as the cooperation among them under peace condition ,alert condition , the service condition, and restore condition. The chapter 4 studies elementary theory of the decision-making supporting system, analyzes domestic and foreign research results and constructs structure and pattern of the public crisis management decision-making supporting system, and discusses the graduation, classification as well as the resources optimization model of the public crisis events. Take the earthquake happened on 26th in November in 2005 in Jiujiang and Ruichang, this chapter explaines the concrete application of the decision-making supporting system. The chapter 5 analyzes the limitation of the case storehouse, emphasizes the importance of the predetermined plan in the public crisis management, studies the establishment of predetermined plan based on the conception, type, establishment principle and establishment content of predetermined plan, proposes the methods and steps of predetermined plan’s training and practice. The chapter 6 summaries some important research conclusions of this article and propose some forecast in this field in the future.更多还原
