【摘要】 枢纽港口以自身独特的区位优势和辐射能力成为物流供应链的主要环节和物流系统的重要节点。因此，依托枢纽港口的独特优势，规划和建设现代物流园区，对于推动我国物流产业的快速发展，发挥物流园区的集约、转运衔接和联合运输的支撑扩展作用，提高物流服务及管理水平，促进区域经济发展具有重要的战略意义。 而我国在港口物流园区规划建设方面无论是理论研究还是实践经验都与发达国家存在较大差距，因此，如何结合中国国情，结合城市实际情况，结合港口具体情况探索港口物流园区的规划与运作不仅具有十分重大的现实意义，而且也是一项十分迫切的任务。 本文以湛江港集团物流园区规划为研究对象，在深入调研湛江市，湛江港集团及其周边城市和港口的发展情况基础上，结合国内外港口物流园区规划运作的先进经验，主要从发展环境分析、需求量预测及目标规划、布局规划与功能设计、信息系统规划、运作模式分析以及园区发展的政策建议六个方面对湛江港集团物流园区规划进行了探讨和研究。 首先，回顾了我国港口物流园区规划与建设的现状及国内外港口物流园区规划的经验；然后分析了湛江港集团物流园区建设发展的环境，包括湛江市及周边城市社会经济发展分析、港口及城市物流基础设施分析、市场需求及竞争态势分析以及政策环境分析；其次，对湛江港集团物流园区进行了需求量预测及目标规划，分别预测了港口货物吞吐量和物流需求量；再次，是湛江港集团物流园区布局规划与功能设计，布局规划主要从选址和规模确定两个宏观层面进行；再次，是园区信息系统规划；然后，结合国内外港口物流园区运作模式的比较分析选择了湛江港集团物流园区的运作模式；最后，对湛江港集团物流园区的发展提出了相关政策建议。更多还原

【Abstract】 The key position ports become the vital link of the logistics supply chain and the important node of the logistics system by its special location advantage and the radiation ability. Therefore, it has important strategic meaning to plan and build modern logistics park, relying on the special advantages of key position ports, which will accelerate the development of logistics industry in our country, put the upholding and expanding function of intensivism, transport link and combined transport of logistics park into play, enhance the level of logistics service and logistics management and promote district economy development in the region.However there are wide gaps not only in theory researching but also in practice experience about planning and building the port logistics park between China and developed countries. Therefore, it has very important and realistic meaning to discuss the construction and operation of the port logistics park under the condition of China, the city and the port, which is also an urgent mission to do.The port logistics parks construction of Zhanjiang are researched in the thesis. The developing of Zhanjiang City, the Port of Zhanjiang and other cities and ports in the neighborhood have been investigated deeply. Then using the advanced experience of the construction and operation of port logistics park at home and abroad for reference, six aspects, including developing environment analysis, quantity demanded forecast, object defined, layout arrangement, function designing, information system planning, operation pattern and the park developing policies are mainly studied.Fistly, the status quo of the planning and building of port logistics park in our country and the experience of port logistics park constructing at home and abroad are reviewed. Secondly, the environment of building and developing logistics park in Port of Zhanjing is analyzed. The analysis of social and economic development, logistics infrastructure of the port and city, situation of market demand and competition and the policy environment are included. Thirdly, the quantity demanded of the logistics park in Port of Zhanjiang including cargo handling capacity and demand for logistics are forecasted respectively.
