高技术产业系统的自组织演化机制研究

【摘要】 全面认识高技术产业系统特征,揭示其内在演化机制,对于促进我国高技术产业的快速发展,具有重要的理论和现实意义。自组织理论的产生和发展,为当代科学技术和社会经济系统的研究提供了新思想、新观点、新方法,为研究产业系统的运行机制问题提供了新的更为广阔的视野。本文运用自组织理论和方法对高技术产业系统的演化机制问题展开深入系统的研究。 文中对高技术产业系统的概念进行界定,指出高技术产业系统是由研究开发、生产制造、市场营销三个子系统相干作用构成的复杂的动态系统,高技术产业系统的形成和演化是研究开发、生产制造、市场营销三个要素共同发展、协同演化的过程,并指出高技术产业系统处于复杂的环境中,受环境的制约和影响,与环境之间拥有物质、能量和信息的交换机制;详细说明高技术产业系统的开放性、非平衡性、随机涨落和非线性作用等自组织特征,指出高技术产业系统演化过程是自组织的;着重探讨了高技术产业系统自组织演化的条件和动因,表明高技术产业系统与环境的相关效应是系统开放发展的生命之源,开放性是高技术产业系统产生有序结构的必要条件,高技术产业系统中非线性相互作用对于系统的形成、稳定和演进具有关键性作用,是系统自组织的内在诱因和动力学条件;指出高技术产业系统自组织演化动因有高技术产业中企业家的作用、企业激励机制等内因以及市场需求、科学技术推动和产业政策环境等外因;在对有关自组织演化的逻辑斯谛方程和哈肯模型进行评介的基础上,利用协同学的微观方法构建高技术产业系统的自组织演化模型,用来描述高技术产业系统演化的过程,揭示其自组织演化机制;选取北京、天津、上海、河北等29个省市高技术产业相关数据为样本进行定量化的实证研究,用于反映我国高技术产业系统的现状,利用所建立的演化模型进行实证分析。由模型分析和研究得出,研究开发投入强度是主宰高技术产业系统演化的序参量,因此要加大研究开发投入,更加有效地进行技术创新,促进系统协同作用机制的形成,从而推动高技术产业的发展。

【Abstract】 In order to promote the development of our high-tech industry, it has the important practical and academic significance to comprehensively know the characters and the evolution mechanism of High-tech Industrial System. Self-Organization Theory develops step by step, which provides new ideas, new viewpoints and new methods for the development of present science and technology and for the research of social economic system. It also provides wide thinking interspace for the research of industrial system development mechanism as well. Using Self-organization Theory and Method, this paper carries out thorough research of the evolution mechanism of High-tech Industrial System.This paper puts forward the concept of High-tech Industrial System, pointing out it is a complex and dynamic system consisting with three subsystems which are the research development, production manufacture, market marketing. The formation and evolution of High-tech Industrial System is the result of each subsystem synergism. It also points out High-tech Industrial System is influenced by the complex environment, and has exchange mechanism of material, energy and information with the environment. Then it specifies the self-organization characters of High-tech Industrial System, such as openness, non-balance, stochastic fluctuation and non-linear function and so forth. Through the analysis of the evolutionary process of High-tech Industrial System, it emphatically discusses the condition and cause, indicating mutuality between High-tech Industrial System and environment is the source of system developing; Openness is the essential condition of the ordered structure of High-tech Industrial System, while the non-linear mutual function which is the self-organization dynamical condition, plays a key role to the formation, stability, evolution of the system. The internal causes of the self-organization evolution of High-tech Industrial System are the entrepreneur’s function, the enterprise drives and so on; external factors are as well as market demand, science and technology impetus and industrial policy environment. After introducing Logistic equation and Haken model, the paper establishes evolution model of High-tech Industrial System, using the microcosmic method of Coordination Study. Describing the evolution of High-tech Industrial System, it points out its mechanism of self-organization; and carries on the empirical analysis on our high-tech industrial system. Based on the empirical analysis of the 29 provinces (zones, cities) in China, the empirical analysis is carried out, reflecting the situation of our high-tech industrial system. By the model and the empirical analysis, the paper points out R&D input intensity is the order parameter which controls High-tech Industrial System to evolve, therefore we must enlarge the R&D input, and carry on technical innovation more effectively, promote the formation of system synergism mechanism, thus impel the development of high-tech industry.
