【摘要】 随着我国公路网建设的不断推进,不同层次公路网规划的相继开展,公路建设的实际环境已经发生变化,需要进行新一轮公路网规划。在进行新一轮公路网规划前,对原有公路网规划的效果进行评价总结显得尤为重要。如何进行公路网规划后评价,公路网规划后评价的理论体系如何搭建,选用怎样的评价方法,如何选取后评价指标等问题急需解决。论文首先在分析总结国内外后评价理论的基础上,给出公路网规划后评价的概念,分析公路网规划后评价的评价内容。首次确定其在公路网规划中的地位,提出后评价流程。同时,对比公路网规划后评价与一般项目的后评价的异同,在此基础上构建公路网规划后评价的理论框架。第二,在调研分析不同区域、不同层次公路网规划的基础上,总结公路网规划常用指标,结合后评价指标的选取原则,构建公路网规划后评价指标初始体系,以区域公路网规划为准运用层次分析法对初始指标体系进行优化筛选,建立最终后评价指标体系。第三,根据模糊评价法建立后评价模型。界定公路网规划后评价的评价标准,在各评价标准区间上建立所需的隶属函数。对变化率指标建立越小越优的隶属函数,对重合率和实现率则建立越大越优的隶属函数。第四,运用所建立的公路网规划后评价指标体系以及评价方法对公路网规划进行后评价。主要包括公路网规划发展预测后评价、发展规模测算后评价、建设实施安排后评价。得到后评价结论并进行原因分析。最后,结合江苏省公路网规划应用实例对后评价方法研究成果进行实际应用。更多还原

【Abstract】 Along with Our country highway network construction unceasingly advancing, the different level highway network planning gradually carried out, the actual highway construction environment already greatly changed. The former the highway network planning already can’t scientifically instruct the direction of highway construction, so it must carry on the original highway network plan adjusting, From not only guaranteeing highway construction continuity, but also the highway traffic further adapting the social economy development demand, this all appears extremely essential. Before carrying on the highway network plan adjustment, we appraise the plan effect of the original highway network from after angle appraises, which is extremely vital significance for enhancing the rationality and the feasibility of the highway network plan, also is the beginning of highway network plan fundamental research at the new turn in 21st century in China.First, in the foundation of summarizing and analyzing the domestic and foreign after appraises theory, the paper proposes the after appraises concept of highway network plan, limits the after appraises content. At the same time, comparing the highway network plan after appraises with the item after appraises, it constructs the theory frame construction of the highway network plan after appraises.Second, the paper diagnosis different region and different level highway network plan, summarizes the common using targets in the highway network plan. According to the selection principle of the after appraises target, it constructs the initial the target system of the highway network plan after appraises. Optimizing the initial target system by the AHP method, after which it establishes the final appraisal target system..Third, the paper research on the highway network plan after appraises method.. It constructs the after appraises model based on the fuzzy appraisal law. It defines the evaluation criteria of the highway network plan after appraises, after which establishes the subordination function in the different sector. It divides into the younger more superior subordination function and the more greatly more superior subordination function.. Fourth, according to the target system and appraisal method of the highway network plan after appraises, it carries the after appraises on the highway network plan. The after appraises includes the highway network plan development forecast appraises, the development scale surveys appraises, the construction implementation arrangement appraises. After obtained the appraises conclusion, it carries on the reason analysis.Finally, the paper applies the study achievement in the Jiangsu Province skeleton line highway network plan after appraises.更多还原
