【摘要】 针对国内建设项目投资失控普遍存在的现象和国内工程领域存在着技术与经济相分离的现状,本文以建设工程造价的确定与控制的基本理论为指导,探讨建设工程造价管理控制方法与应用,并阐述了本课题研究的意义。以工程造价管理理论为基础,阐述了国内外工程造价管理的研究历史与现状,针对国内建设项目造价严重失控的现象,指出建设项目造价确定与控制存在的问题。本论文从建设项目投资构成,找出国内建设项目投资失控的主要原因,利用价值规律分析研究如何控制工程造价。通过分析研究国内现行工程造价管理的现状与存在的问题,以及这些问题的存在对建设项目工程造价的确定与控制的影响,提出了建设项目从决策阶段、设计阶段、施工阶段到竣工阶段,其造价控制的有效途径和方法,重点是施工阶段的造价控制,并以一个工程实例进行了总结和分析。以建设项目投资造价控制的理论为基础,阐述了国内外工程造价管理模式及理论,在总结国内外现有工程造价的确定与控制的方法和实践经验的基础上,通过对施工阶段造价管理的对象、造价的相关因素、招投标、造价失控的原因等进行分析研究,提出了建设项目造价的合理确定与有效控制所采取的措施。最后,针对工程造价管理存在的问题,提出了我国工程造价管理改革的方向。更多还原

【Abstract】 Taking the basic theory of the determination and controlling of the construction cost as guide, this text probes into the reform and practice of management of the project cost at the construction stage. Directly against the common phenomenon that investment of construction project is out of control and the current situation that technology is separate from economy in domestic construction field, the meaning in which a subject studies is explained. Based on the theory of project cost management, the history and present situation of domestic and international research of project cost management is explained. In accordance with the common phenomenon that investment of construction project is out of control, problems existing in the determination and controlling of the construction cost has been pointed out. Points that should be studied and analysed is as below.The text explains the management mode and theory of domestic and international construction project cost on the base of the theory of construct project investment controlling. On the basis of summarizing the effective way and practical experience of domestic and international project cost management,analysing the target of management, the relevant factors and the reason why the bidding and the cost is out of control, the text proposes the measurement of reasonable determination and effective controlling of project cost. At the end of the text, the reform of how domestic project cost controlling should go is presnted.更多还原
