【摘要】 随着网络技术、电子商务在全球的广泛应用和开展,电子政务已经成为世界各国政府行政管理改革的主要方向。江泽民同志在党的十六大报告中指出:“进一步转变政府职能,改进管理方式,推行电子政务,提高行政效率,降低行政成本,形成行为规范、运转协调、公正透明、廉洁高效的行政管理体制”。中共十六大和十届人大均提出要把电子政务建设作为新时期的一项重要任务并作为国家信息化建设的重点工程。现在它已成为治国不可或缺的工具。网上政府采购是电子政务的主要内容之一。网上政府采购充分的利用了Internet的开方性、共享性、平等性、低廉性和交互性等特点,从而极大的推动政府采购工作成为阳光作业。本文着重对XML技术和基于组件驱动的Web编程技术进行了分析和研究,提出了基于XML和Java技术构建电子政务系统方法,并应用于政府采购系统。更多还原

【Abstract】 In the worldwide scale, along with e-commerce development, the advancement government departments office networking, the automation, the computerization, realization information sharing is the trend of the times. When the enterprises using e-commerce carries on the production management, the bank realizes the financial computerization, as well as consumer online consumers realize, the government administrative action and the working also inevitably changes. It is recognized that through the application of information technology to improve governmental organizations, restructuring public administration, office automation and information resources for the realization of shared virtual form, the "e-government" and the network to adapt to the times and social development. As government departments, using the internet to e-government, e-commerce will play a positive role in guiding and promoting. E-government is not only conducive to promoting the modernization of government management, but will also greatly enrich the online information resources, make full use of information resources to create a better social and economic conditions.In computer technology, communications technology and the rapid development of Internet technology, how to use advanced technology to the e-government, to speed up the construction and development of e-government is that we must look into.
