【摘要】 信息系统的开发需要有效的分析方法，BPR(Business Process Reengineering)为信息系统的开发提供了新的思想——面向流程和流程创新的思想，也就是在流程合理化和优化的基础上再设计相应的信息系统，从而充分挖掘信息系统的潜力，大大提高流程的营运效率。 本文研究了在信息系统开发的过程中，如何成功地运用BPR作为信息系统开发的基础。通过分析，确定了基于BPR的信息系统开发的核心问题在于如何选择要再造的流程以及如何从众多的流程再造方案中选择合适的方案作为系统开发的基础。本文在流程再造中将Delphi(德尔菲法)和AHP(Analytic Hierarchy Process，层次分析法)应用于再造流程的界定以及再造方案的评价和选择上，使流程再造和基于流程再造的信息系统开发更加科学、合理、有效。 研究中将基于BPR的信息系统开发方法研究成果应用到旅行社管理信息系统的开发和实践中去：利用该方法分析现代旅行社内部以及旅行社与上下游企业之间的业务流程状况，找出旅行社业务流程中存在的弊病；并根据流程再造的目的和原则设计出若干备选的再造方案，从中选出最适合的方案作为旅行社流程再造的基础；然后依据选定的方案对旅行社原有流程进行再造；最后将这些基于BPR的系统开发理论应用于旅行社信息系统的开发实践中，从而使本文所提出的流程分析、流程评价、流程方案选择等关于BPR实施与信息系统开发的方法得到验证。更多还原

【Abstract】 An effective system analysis method is needed in information system development process. BPR (Business Process Reengineering) provides a new idea for information system development: business process-oriented and business process reengineering. It reengineers corresponding IS based on rationalization and optimization process to sufficiently mine the potential of information system and enhance the operating efficiency of process.This article studies how to successfully use BPR as the foundation of IS (Information System) development in this research and confirms the core of IS development based on BPR is how to select the reengineering process and how to select the suitable scheme as the foundation of IS development from many process-reengineering schemes. This article uses Delphi and AHP methods for demarcating the reengineering process and appraising and selecting the best one in BPR. It makes BPR and IS development more scientific, reasonable and available.This article uses the research production which is the method of BPR-based IS development into the development and practice of MIS of travel agency: It uses the method analyzing interior and exterior business process of modern travel agency and finds out disadvantage of business process in travel agency. And it designs out some reengineering schemes based on objective and principle of BPR and selects out the most suitable scheme from the alternate schemes as the foundation of BPR in travel agency. Then it reengineers the original processes into the new business processes by the selected scheme. Finally, it uses these theories of BPR-based system development in the MIS development of travel agency.
