【摘要】 在城市化步步推进的过程中，城市的人口和用地规模也在迅速的增大。城乡结合部作为城市与乡村间的过渡地带，是城市化最直接、最敏感的地区，土地利用动态度极大，是城市外延扩张的集中地，导致城乡结合部土地利用中存在的问题非常多，农用地与非农建设用地之间的矛盾十分突出。因此城乡结合部的土地利用问题成为当前研究的热点问题。 由此，本论文选取城乡结合部作为研究对象，分析非农建设用地扩张的规律，探讨理性的扩张过程，比较当前的非农建设用地扩张与理性扩张之间的差异，并加以控制。 文章第一章，序言：总结目前国内外关于城乡结合部非农建设用地扩张控制的相关理论和政策；第二章，城乡结合部非农建设用地扩张概论：对城乡结合部的范围和非农建设用地扩张的内涵进行界定，分析城乡结合部土地利用特征和我国非农建设用地扩张的一些主要模式；第三章，城乡结合部非农建设用地扩张的驱动力分析：以柳州市城乡结合部为例，分析历年的用地数据和经济数据，找出非农建设用地扩张的影响因素；第四章，城乡结合部非农建设用地扩张趋势预测：运用马尔柯夫模型，对柳州市城乡结合部的非农建设用地的扩张趋势进行预测；第五章，城乡结合部非农建设用地扩张控制机制：首先设定控制目标，确定控制过程之后，与趋势扩张过程比较，提出措施；第六章，讨论：指出论文的创新点及有待进一步提高的地方。更多还原

【Abstract】 With the urbanization processing step by step, the population and land scale of the city are increasing at a great rate. As a transition zone between Urban and Rural area, urban-rural-integration-area is the most direct and sensitive area during urbanization. As the center of urban-land expansion outward with great land use dynamic degree, there are many land use problems, also the contradiction between farmland and non-agricultural construction land is fairly outstanding. In this way, it becomes a hot pot to approach the land use problems in urban-rural-integration-area.Thus the article chooses urban-rural-integration-area as its researching object, analyzes the expansion law of non-agricultural construction land in this area, approaches the rational expansion, in addition compares the difference between non-agricultural construction land expansion and rational expansion, then it considers how to control the expansion.The first chapter is preface. It summarizes the correlated theory and policy about the sprawl control of non-agricultural construction land in urban-rural-integration-area both at home and abroad.The second chapter is the introduction. It defines the range of urban-rural-integration-area and the connotation of non-agricultural construction land expansion. Also it analyzes land use characteristics in this area, some main modes of non-agricultural construction land expansion in China as well.The third chapter is the driving forces of expansion. Taking urban-rural-integration-area of Liuzhou city as an example, through analyzing land data and economy data every year, the article finds the affecting factors relating to the land expansion.The fourth chapter is about the forecasting model of non-agricultural construction land expansion. Applying the Markov model, it forecasts the trend of non-agricultural construction land expansion in Liuzhou urban-rural-integration-area.The fifth chapter is about the non-agricultural construction land expansion control mechanism. Firstly the article sets the control target, secondly it determines the control processes, compares the control processes, finally it poses the countermeasure.The sixth chapter is the discussion.
