【摘要】 现阶段，我国中西部地区农业水资源利用效率低下、农业用水过多地挤占了工业用水和生态用水成为制约区域经济和整个国民经济发展的突出问题。水资源利用效率低下不仅影响了粮食生产过程中水资源的生物转化效率，而且波及到了生态系统的循环效率，并且水资源的配置失当在一定程度上降低了水资源利用的经济效率，以至于水资源数量短缺和质量下降问题成为制约经济发展的“瓶颈”。因此，客观准确地评价中西部地区农业水资源利用效率，剖析影响利用效率的相关因素便成为本文的主要目标。 本文首先运用经济学的分析方法，对影响农业水资源利用效率的技术、制度等相关因素进行了探讨，然后利用实证的分析方法，评价了中西部地区农业水资源的利用效率，并提出了提高利用效率的政策建议。全文共包括六章内容。前言部分，主要阐述了论文研究的背景与意义，对相关研究的国内外动态进行了综述，并概括了本论文中将要研究的主要问题和研究方法。第二章首先总结了众多学者对水资源利用效率所下的定义，并作了进一步的拓展，然后阐释与资源利用效率相关的理论基础，为后续章节的分析作好铺垫。第三章主要评价了中西部地区农业水资源利用效率的现状，剖析了目前在利用过程中主要存在的问题。第四章中，考察影响农业水资源利用效率的主要因素，它们分别是灌溉节水技术、工程节水技术、水权制度、水价制度、水资源管理体系等主要因素。第五章，首先运用相关数据资料，对中西部地区的农业水资源利用效率进行了实证分析，通过计算水资源消耗系数、水资源经济效率等指标，将中西部地区各省的利用效率进行对比分析：并以湖北省为例，选取了一系列与生物转化效率、经济效益、生态效益相关的指标，对湖北省各市、州的农业水资源利用效率进行了综合评价和排序。第六章主要针对前文的分析结论，提出了一系列相应的政策建议。更多还原

【Abstract】 At the present stage, in china’s central and western regions, the utilization efficiency of water resource in agriculture is very low, and agriculture production consume too much water resource so that the water resource for industry is lack, both which become the outstanding problems to the development of regional and country’s economy. The state of low efficiency affects the efficiency of biotransformation of water resource in the process of grain production as well as the cycle efficiency of ecosystem. In a sense, the inappropriate configuration of water resource lowers the economic efficiency of water utilization so much that both the lack of water and the decline of its quality become the bottleneck to the economic development. Therefore, the primary purpose of this thesis is to objectively make accurate assessment on the utilization efficiency of water resource in agriculture in the central and western regions and analysis the relative factors that affect the efficiency.To begin with, the technical and institutional factors that affect the utilization efficiency of water resource in agriculture have been discussed with the analytical methods of economics in this thesis, and then the utilization efficiency of water resource in agriculture in central and western regions has been estimated with analytical methods of demonstration. On the basis of the previous analysis, many suggestions about enhancing the utilization efficiency of water resource have been put forward. This thesis is divided into six parts as follows. In the preface part, the background and significance of this research has been described, and then the domestic and international research status of this research has been summarized comprehensively. Next, the main issues and methods, which studied in the following chapters, have been generalized. In chapter two, the definitions of utilization efficiency of water resource brought forward by scholar have been summarized and developed into further extent. Next, some theories related to utilization efficiency of resource have been explained, which is the theoretical foundation of the following chapters. Chapter three mainly focused on the assessment of current situation of utilization efficiency of water resource in the central and western regions, and then analyzed the main problems that exist in these regions. In Chapter four, many factors that affect utilization efficiency, such as economy technique of irrigation and engineering, water right system, water price system, water management system, etc., have been analyzed.
