【摘要】 本文坚持以科学发展观为指导,论述了电子政务绩效评估的重要性与电子政务绩效评估的由来,并对国内外有关电子政务绩效评估的主流研究成果进行了分类比较。同时,相对于国外的研究成果,分析了我国在电子政务绩效评估研究中的薄弱之处,为我国的电子政务绩效评估工作的进一步完善提供参考。最后,对电子政务绩效进行科学、合理、客观的评估,提出了参考建议。全文分为五个部分:第一部分:电子政务绩效评估的由来。主要介绍电子政务和电子政务绩效评估的由来与概念。第二部分:电子政务绩效评估的价值体现。通过论述开展电子政务绩效评估对于推进我国行政体制改革、增强政府公共服务能力、提升政府信誉及形象、维护国家信息全安及提高电子政务绩效等五方面的作用,来体现开展电子政务评估的必要性。第三部分:国外电子政务绩效评估的主要类型。以评估的主要对象的类型为划分依据,对当前国际上的电子政务绩效评估主流研究成果进行了分类比较。第四部分:国内电子政务绩效评估的现状与分析。主要结合当前国内主要电子政务绩效评估情况和福建省开展数字福建“十五”建设规划执行情况评估报告,分析了我国电子政务绩效评估中存在的薄弱之处。第五部分:对电子政务绩效评估的思考与建议。主要从建立健全电子政务绩效评估的规章制度和运行机制、理顺电子政务的内在结构和职能、制定统一科学的电子政务技术标准、采用民众广泛参与的评估方式、注意规避电子政务的评估风险等五方面,并就电子政务绩效进行科学、合理和客观的评估提出建议。更多还原

【Abstract】 This paper, directed by scientific concept of development, discusses the importance and the origin of e-government performance evaluation and makes categorical comparison on main research achievements made on e-government performance evaluation home and abroad. This paper also analyzes the inadequacy and weakness in the e-government performance evaluation research work in China relative to the research achievements abroad in order to offer consultation for the improvement of the e-government performance evaluation in our country. Finally this paper proposes some suggestions for future reference on how to make scientific, rational and objective measurements on e-government evaluation .The whole paper is divided into five parts:Part I: The origin of e-government performance evaluation. This part of the paper mainly introduces the concept of e-government and e-government performance evaluation and tells their history.Part II: Importance of e-government performance evaluation .The importance of e-government performance evaluation is fully expressed through its effects in five aspects: the practice of e-government performance evaluation can promote the reform of administration system in our country, enhance the government public service ability, improve government credit standing and image, maintain national information safety and enhance e-government efficiency and performance.Part III: Types of e-government performance evaluation abroad. This part of the paper makes categorical comparison on achievements in e-government performance evaluation research in the whole world according to the types of the object of the evaluation .Part IV: Present situation and analysis of e-government performance evaluation in China. This part of the paper analyzes the inadequacy and weakness in e-government performance evaluation in China in relation with the present situation of e-government performance evaluation and the report of the implementation of the tenth Five-Year Plan on the construction of digital Fujian.Part V: Reflections and suggestions on e-government performance evaluation .
