【摘要】 公用事业民营化是世界性的潮流。随着科学技术的发展、社会分工的扩大和组织机构的变化，一方面削弱了自然垄断的程度和范围，另一方面创造了新的竞争领域，原来具有自然垄断性质的经济活动，具有了竞争的性质和特点，为私人企业的进入提供了机会和条件。在很多国家，基础设施和公共服务由公共部门垄断性供给的效果并不好，为了有效地配置公共资源和能力，一些政府把基础设施和公共服务的融资与它们的运营和提供、公用事业中的竞争性部门和垄断性部门、以及社会保险计划和社会援助计划区分开来，让私人企业参与一般性公共产品和服务的生产和供给。 在我国，公用事业民营化的萌芽首先源于公用事业自身的发展所产生的供需矛盾。改革开放后，社会的生产经济活动得到了迅速发展，对通信、电力、供水、供气、交通等公用事业提出了巨大的需求，而原有由公共部门垄断经营的设施满足不了迅速膨胀的市场需求，而政府一时又拿不出多少财力进行新的投资和建设，这样，民间资本在公用事业领域有了生存的空间条件。 从民间投资者角度看，进入公用事业对他们而言意味着巨大的商机。在传统理论和传统观念中，公用事业往往投资大，周期长，是个赔钱的买卖，私人无力从事，也不愿经营，只能由政府去办，由公共企业经营。实际上公用事业虽然利润率不高，一般为平均利润，但市场广阔，盈利稳定，经营风险相对小。公用事业板块在中国动荡的股市里保持平稳的状态就是一个很好的证明。不仅如此，随着收入水平的提高，城市化的推进，对公用事业的需求还会扩大，其规模会不断扩张，其水平也会进一步提高。由此可见，公用事业领域是值得私更多还原

【Abstract】 The Privatization of public utility is a tidal current all over the world. Along with the development of science and technology and expansion of social arrangement, natural monopolization is weakened , at the same time ,new competitive fields is created. the private enterprises obtain opportunity. In some countries, basic establishment and public service is monopolized by public departments, but the effect is not so well. For the sake of effectively collocating public resources and capabilities, the private enterprises are allowed to enter the fields of public utility in some countries.In china, the Privatization of public utility is derived from the conflict between supply and demand itself. After reformation and opening, society and economy are developing rapidly, the public utility is enormously demanded. Quondam basic establishment and public service can’t satisfy huge marketable demands, and the government can’t afford new investment and build. That means private capital can exist in the field of public utility.For the private investor, entering the fields of public utility means tremendous profits. That public utility is not good for gaining profits is a conventional idea, the private enterprises can’t and want not to manage public utility. In fact, public utility has few risk, profits is steady and market is wide. With going deep into the reform , the privatization of public utility in china is a current.更多还原
