【摘要】 政府文件作为政府管理的重要工具，其制度的演变与政府的职能转变有着密切的关系。改革开放以来，我国的政治经济体制发生了巨大的变化，经济建设突飞猛进，政治建设成果斐然。与此同时，为适应政治经济体制变化，政府的文件制度也经历了一系列的演变和创新，以适应政府职能转变。现代科学技术的迅猛进步、我国政府工作面临种种挑战，进一步深化政府改革势在必行。 我国要深化行政体制改革，加快政府职能转变，树立以人为本的政府管理思想。改善政府服务，必须树立效能观念，做到有效行政。建设服务型法治政府就是新一轮政府职能转变的目标。政府文件制度，其制度在新一轮政府职能转变过程中，也面临着重大的变革。 随着电子政务的兴起，电子文件势必在国家行政管理中发挥日益重要的作用。电子文件的广泛应用对于传统的政府文件管理工作带来了很大的冲击，文件的管理方式会发生变化，约束文件的数量和质量，优化文件的运转流程，扩展文件的内涵，将所有为政府服务的文书纳入其中，形成整体概念，才能更好地为政府职能转变服务。政府文件制度从建国以来，其变化一直保持着一种相对的稳定性，都是对于《国家行政机关公文处理办法》(以下简称《办法》)的具体调整，是因为在这个过程当中出现了文件制度对于管理的不适应，在新一轮政府职能转变的情况下，政府文件制度也必将出现巨大的变化。 本文主要分为四个部分：概述、政府文件制度与政府职能转变的关更多还原

【Abstract】 Government documents as an important tool for the management and evolution of its systems and changing the functions of government are closely related. Since the beginning of reform and opening up, China’s political and economic structure has undergone tremendous changes, rapid economic development, and political development results achieved.
