【摘要】 各种公共危机事件的频频发生，灾害风险的增长，不仅给人民群众的生命财产、环境资源和经济社会安全造成巨大损失，而且也对正常的社会秩序和社会稳定造成破坏，对公共安全构成严重威胁，并对政府应对危机能力提出挑战。如何预防危机、应对危机，变危机为契机?这已经成为转型期考验我国政府执政能力尤其是驾驭复杂局势、应对危机事件能力的一个重大课题。它关系到我国经济社会的持续稳定发展、社会主义和谐社会的构建、全面小康社会的建成和现代化的最终实现。 本文首先结合国内外众多学者的研究成果，从多个层面，多个角度对公共危机和公共危机管理的基本概念、分类及特征进行了论述，力求全面了解公共危机和公共危机管理。在此基础上，对我国公共危机事件的特点、成因及其对政府的影响进行了描述和分析。由于我国在公共危机管理的研究方面起步较晚，取得的研究成果较少，因而学习和研究发达国家公共危机管理的理论和实践就显得十分必要。在长期的管理实践中，发达国家在公共危机管理方面积累了丰富的经验，建立了相对成熟和完善的公共危机管理体制和机制，其中许多先进的理念和措施对我国的公共危机管理具有很强的借鉴意义，主要表现在法律保障、战略与政策、体制与机制、资源供给等四个方面，本文对此做了详尽的介绍。相对于国外的公共危机管理，我国的公共危机管理具有自身的特点和优势，同时存在着许多不足，这也成为提高我国政府公共危机管理能力的瓶颈，具体包括缺乏危机意识、部门分割与协调不足、条块职责划分有待理顺、综合性风更多还原

【Abstract】 The occurrence of public emergency and rise of calamity not only lead to tremendous loss of the people’s life and property, environmental resources and the security of economic society, but also destroy the order and stabilization of society, threaten the public security and challenge the capability of government’s crisis management. It has been a great task of the government’s reigning capability, especially the capability of controlling complexity condition and dealing with the emergency that how to prevent crisis, deal with crisis and turn crisis into opportunity, which is also related to the sustaining and steady development of our economic society, the construction of harmonious society and affluent society and the final accomplishment of modernization.This article discusses the basic conception, classify and feature of public crisis and public crisis management in order to understand them completely by combining the returns of numerous scholars both here and abroad in various aspects. Based on the above, this article describes and analyzes the public emergency’s feature, cause of formation and influence on the government in our country. It is necessary to study the advanced theory and practice in developed countries due to the late beginning of the study of public crisis management and few returns in China.
