我国地方政府的绩效评估及其执行力提升的对策研究

【摘要】 绩效评估是公共行政的重要环节,20世纪80年代以来,伴随着新公共管理运动和政府再造运动的兴起,政府部门和公共组织的绩效评估受到了极大的重视。在我国,随着政治体制改革的逐步深入,政府职能正在进行重大调整,政府对许多社会事物的管理,开始由直接管理转为间接管理,小政府、大社会的格局正在逐步形成。而政府绩效评估则为这种变革提供了理论上的支持和技术上的帮助。虽然目前我国政府绩效评估在理论和实践方面都受到了重视,但仍处于探索阶段,无论是从理论还是实践上都很不成熟,特别是在实践上缺乏全国统一的做法和标准,力度和效果很不平衡,存在的问题还很多。所以,我们有必借鉴国内外政府绩效评估的实践经验,来不断完善我国政府绩效评估工作。 地方政府在对社会事务的管理中,承担的是最具体、也是最复杂的职能,因此,地方政府效能的高低,直接关系到所辖区域乃至整个国家的稳定与发展。但由于地方政府责任归属具有一定的模糊性,其绩效本身难以科学、精确地界定,对其绩效的管理和评估面临着极大的挑战。如何构建以科学发展观为导向的地方政府绩效评估体系?如何提升地方政府绩效评估过程中的执行力?进而保障地方政府绩效评估的科学性与有效性,是当前摆在我国地方政府管理改革和创新的当务之急。 本文以地方政府绩效评估为研究对象,在借鉴国内外地方政府绩效评估实践经验的基础之上,结合地方政府绩效评估执行力的动态层面(战略、人员、运行三个环节),探讨我国地方政府绩效评估科学性的突破点,特别是就地方政府绩效评估的指标体系、制度安排、运作流程等方面提出了较为系统的框架和具体操作办法,以期为我国地方政府绩效评估的研究和实践提供一定的参考。

【Abstract】 Performance evaluation is an important link of public administration, Accompany with the rise of the new public management movement and government rebuild movement, the performance evaluation of the government section and the public organization was subjected to a tremendous value and the favor. For our country, along with political setup reform of gradually thorough, the government’s working talent is adjusted deeply. Management of government to many social things, start being turned into an indirect management by the direct management, the small government, big social structure is becoming gradually. And the government performance evaluation provided to support of theoretical and the help of technique for this kind of change. Although the our.country government performance evaluation was subjected to a value in the theories and the practice, still was placed in to investigate a stage currently, still practice tops from the theories regardless all very not mature, lack the way of doing and the standard that the whole country unify, and practicing strength and result also very unbalance, remains many problems. So, we have a necessity as to it’s carry on a positive and arrange, in order to perfect our country government performance evaluation work continuously.The local government is in the lightness the management of the social business, what to undertake is the concrete, is also the most complicated working talent.
