【摘要】 作为一项新兴的朝阳产业，旅游业在它为时不长的发展历程中固然已经体现出旺盛的生命力和蓬勃的势头，极大地促进了地区经济增长，丰富了人们的精神生活，并越来越受到各国和各地区政府的大力支持。但另一方面，伴随着旅游业所带来的各种正面效应，旅游发展也给我们的自然环境和社会文化带来了不同程度的负面影响，尤其是在当前我国旅游业尚处于初级发展阶段，各种制度不尽健全，旅游市场还不完善的时候，旅游活动中的伦理问题更是日益明显的表现出来。 一方面是旅游伦理道德观念并未深入人心，在旅游活动和旅游经济行为中人们往往还只是在较浅层面上触及相关方面的内容，缺乏系统性和自觉性，或者旅游主体仍以追求自身最大的旅游利益为首要目标。另一方面，旅游活动中的许多伦理问题，如旅游发展与生态保护的矛盾、旅游者与旅游目的地社区居民之间的不平等关系、旅游者在旅游过程中的不道德行为、旅游企业为追求自身经济利益最大化而不惜牺牲其它旅游主体的利益等，却已经开始对旅游资源和市场秩序产生破坏，危害旅游业的可持续发展。因此，尽快完善旅游伦理学的理论框架体系，使之形成一个新的应用伦理学学科，并切实加大旅游伦理教育力度，使各个旅游主体都能自觉规范自己的旅游行为，共创健康、有序的旅游市场，就显得意义重大，并且非常必要和紧迫。 本文在前人的研究成果上，运用伦理学的理论基础，重点就旅游伦理学的基本理论框架体系和各种旅游伦理关系作进一步的论述，试图理清旅游伦理问题研究的基本思路，并以此来呼吁旅游伦理建设力度的加强，为促进旅游市场更多还原

【Abstract】 As a new rising industry , there is no doubt that tourism have already embodied vigorous vitality and flourishing momentum in its not long developing course . It has promoted the regional economic growth greatly , has enriched people’s cultural life , and is being paid more and more attention to by many countries and many regional government . But on the other hand , while the development of tourism brings us kinds of positive effects , it also do some negative effects to our natural environment and social culture . Especially at present , the tourist industry in our country is still at elementary developing stage , various kinds of tourist systems are still unsound , and the tourist market is still unperfect. So the ethical problems in tourist activities is showing obviously day by day .On one hand , the ethical and moral concept in travel field has not been rooted in the hearts of people . They are still only conscious of relevant respects on superficial aspect in their tourist activities and economic behaviour . Their behaviour is lack of systematicness and consciousness , or the tourist subject still regards pursuing the greatest travel benefits of their own as primary goal . On the other hand , a lot of ethical problems in tourist activities , such as the contradiction between the development of tourism and ecological protection , the inequal relationship between tourists and residents in travel destinations , tourist’s immoral behavior , etc . have already begun to damaging the tourist resources and market order , endangering the sustainable development of tourist industry .
