【摘要】 环境和发展是当今世界的两大主题。环境污染事件的相继出现,已引起各国政府对环境问题的高度重视。在诸多的环境问题中,大气污染是一个十分严重的问题。近年来,随着西藏自治区经济、社会的快速发展,人民生活水平逐步提高,原有的基础设施已不能适应其发展,致使环境问题日益显现出来。为未雨绸缪,切实保护好西藏自治区“一江四河”流域的环境,并从科学发展观的角度,做到环境与发展的协调统一,本文结合“一江四河”流域内其他规划,开展了西藏自治区“一江四河”流域大气污染防治对策研究工作。文中所指的“一江四河”是指雅鲁藏布江及年楚河、拉萨河、雅砻河、尼洋河四条主要支流。本文在调查流域环境概况、大气污染源现状和环境空气质量现状的基础上,对流域各控制区进行了环境空气质量功能区划分工作,并计算各控制区域的大气环境容量,筛选出大气污染的主要控制因子,分析论证其污染来源,最后从工业污染、生活污染、交通污染、自然环境污染等方面有针对性地提出大气污染防治对策并规划了重点配套工程。本文取得的环境空气质量功能区划分成果、环境容量计算成果、提出的大气污染防治对策及规划的重点配套工程等,可直接作为“一江四河”流域研究的基础资料,对流域进一步开展大气污染防治工作具有重要的实用价值和参考价值。更多还原

【Abstract】 “Environment and Development”has been the topic of the day.The high frenquent environmental pollution incidents have wakened each national government to attach importance to the environmental problems.Thereinto, atmosphere pollution is one of a good many serious problems.In recent years, Tibet Autonomous Region’s economy and socity have been a rapid development.Tibetan people’s living has gradually improved, too. However, its lagging infrastructure results in a series of environmental problems. Prevention is better than cure. In order to effectively protect the environment of the valley and construct a friendly environmental-economy society, this paper developed a series of countermeasures of air pollution prevention based on the correlative pollutional prevention plannings.Here,“Brahmaputra River and its four branches”,that is to say, Brahmaputra and its four branches of Nian-chu River,Lhasa River,Ya-long River and Ni-yang River.Based on the investigation of its general environment situation , its environment pollute headstreams and the quality of air environment ,this study divided the air environment function areas ,calculated their air environmental capacity and fixed its main control quality index of the valley. This text put forward a suit of air pollution prevention countermeasures in aspects of industry, living, traffic etc and correspond with some projects.Those productions, such as atmosphere function area-dividing, environmental capacity calculation and so on,may be direct the basic data of the other study on“Brahmaputra River and its four branches”.It is worth being referenced in future studies on atmosphere pollution prevention .更多还原
