【摘要】 本文以工程项目管理知识为基础，重点研究了JA公司在工程项目管理中存在的问题，并结合具体的实际情况进行了分析，找出了产生的原因。针对其中的问题，阐述了改革JA公司工程项目管理模式的总体思路和主要内容，提出了JA公司工程项目管理改革的方法和措施。 JA公司是隶属于某高校后勤集团的一家经营服务型建筑企业。由于成立时间较短，公司的组织结构不合理，各级人员素质参差不齐，在工程项目管理方面存在许多问题：工程质量不稳定、成本控制不到位、工程投标中标率低、物资采购环节漏洞较多和缺乏合同管理意识等等。随着高等院校后勤社会化的改革，JA公司原有的运行体制已不能适应新的发展要求，难以继续发展。 本文通过对JA公司所处的内外环境进行分析，提出了对JA公司工程项目管理模式改革的建议，通过建立工程项目管理的新模式，实行项目经理负责制，建立健全工程质量管理体系、推行全员成本责任制度、认真编写投标文件、规范物资采购制度并加强合同管理，以提升JA公司工程项目管理的水平。 本文主要研究的是处在某高等院校内部的建筑企业如何搞好工程项目管理的问题，希望对于高等院校正在面临后勤社会化改革的建筑企业，有重要的参考价值和指导意义。更多还原

【Abstract】 On the basis of project management model knowledge, this thesis has studied the existing problems concerning the project management of JA Company and has pointed out their causes with an analysis of its realistic situations. For some of these problems, the author has made a few useful proposals and suggestions beneficial to the development of JA Company, putting forward a general idea and some chief contents for the reform. It has also pointed out some methods and measures for the further project management reform of JA Company.JA Company is subordinate to a service-centered building enterprise under the jurisdiction of a university logistics department. Owing to its short history, the company is not reasonably structured and its staff s quality is not equally balanced, and thus has the following project management problems:a. Its project quality is not stable;b. Its reform control is far from perfect;c. Its successful bidding rate is law;d.
