【摘要】 水资源是人类生存与发展所必须和无法替代的资源。水的质与量受到自然和人类的影响，并反过来影响着自然和人类。流域内的水总是处于不断地循环流动中。水资源的循环是以流域单元为特征的。流域很少与行政区域边界一致。目前，我国水资源和水环境管理通常是按行政区域划分的，而不是按流域单元划分的。水资源与水环境管理体制已经不适应水资源管理的需要。在流域范围内，水环境管理已成为保证人类社会、经济和环境可持续发展的重要领域之一。 本文在资料收集、实地考察、专家咨询、数据处理和综合分析的基础上完成。全文主要内容包括六大部分：绪论，国内外水环境流域管理概况，新安江水环境流域管理，水环境流域管理与旅游发展的耦合关系，新安江旅游发展之路，及研究总结。 首先，本论文阐述了本文研究目的和意义，研究的内容与方法，以及国内外水环境流域管理概况。 接着，以黄山市境内的新安江流域为区域研究对象，运用地理信息系统(GIS)等技术，理论与实践相结合，通过对安徽省黄山市境内新安江水环境现状的实地调查和搜集相关资料，参考国家标准地面水环境质量标准(GB3838～2002)，并根据新安江流域水系的实际情况，以及黄山市环境保护局环境监测站对黄山市境内新安江水系地面水水质常年监测数据(1998～2002)，本论文采用尼梅罗水质指数公式对新安江水系的水质进行评价与分析，并就流域管理与行政区域管理相结合，流域的水功能区划，流域水污染的治理，流域水土流失治理，地理信息系统技术的运用和建立和健全流域环境补偿机制等方面提出相应的水环境管理对策。 其次，本论文从相互依存关系和相互制约关系两方面分析了水环境流域管理和旅游发展的耦合关系。 最后在此基础上对新安江旅游的发展问题进行探讨，提出新安江旅游的发展必须坚持旅游可持续发展原则；坚持旅游发展与水环境管理相结合；制定旅游规划，开发旅游精品，打造名牌景区；加强流域合作，实现旅游统一经营以及融入“长三角”旅游圈，实现新安江旅游大发展等新安江旅游发展措施。更多还原

【Abstract】 As a must for human being’s survival and development, the quality and quantity of water are both affected by nature and human being’s activities, but also influence them on the contrary. Water in a basin is always moving circularly. The circular moving of water is characteristic of basin, while a basin has not a same borderline as a district. In China, the management system of water resource and water environment, as a rule, are not compartmentalized by basin but by district, which is no more adapt to water resource management. In a basin, water environment management has become one of most important domains of the sustainable development of society, economy and environmentBased on the material collection, on-the-spot investigation, experts’ consolation, data statistics and analysis, the following study is finished. In this paper consists of six chapters: an exordium of the paper, a survey water environment management at home and abroad, the water environment management in Xin’an River basin, the coupling of water environment management and tourism development, a route of tourism development of Xin’an River, and a summary of the study.First, this paper expounds the aim and meaning of the study in the exordium, and then the content and method in Chapters Two.Then, taking Xin’an River basin in Huangshan City as a case of study, exerting GIS technique, combining theories and practices of water environment management, referring the national Environmental Quality Standards for Surface Water and basing the status of Xin’an River basin in Huangshan City and the inspection data of surface water in Xin’an River basin (1998-2002), this thesis adopts here Nemerow exponent formulas of water quality to estimate and analyze the water quality of Xin’an River. And it puts forward the countermeasures of water environment management as to combine water environment management in a basin and that in a district, to compartmentalize water functions, to father water pollution and soil erosion, to adopt GIS technique, and to set up an environment compensate system in Xin’an River basin.Finally, this thesis also analyses the coupling relationship of water environment management and tourism development in a basin from the relationships of mutual dependence and mutual restrict. And on basis of which it discusses the tourism development measures of Xin’an River as to stick to the principle of tourism sustainable development, to adhere to combining tourism development and water environment management, to frame a tour programming, exploit tour products and establish a name-brand tour destination, to enhance tour cooperation and united operation in the basin, and to join in "Yangtze River Delta" to fulfill the great tourism development of Xin’an River.更多还原
