【摘要】 一般认为，要解决农民集体行动的困境，可以通过两条途径，其一是借助国家的力量，将社会成员强制整合起来；其二是通过市场的方式，即通过私有化。笔者认为，在现阶段这两种方式都行不通。虽然我国提出建设社会主义新农村，加大对农村的投入力度，公共产品和公共服务将更大范围地覆盖农村，但我国农村发展不平衡的特点决定了当前国家不大可能为所有农村社区提供足够的公共产品和公共服务，因而在提供公共物品上政府会失灵；由于公共物品的外部性难以控制，私人不愿意提供，即使提供了如果通过收费来控制使用也会降低社会福利，容易导致市场失灵。鉴于公共物品对农民生产生活的重要性，又必须提供。在本文中，笔者尝试提出第三种方式，即依靠村庄社会资本实现对农民的整合，从而解决农村公共物品的匮乏问题。村庄社会资本是内生的，是村民合作的社会基础，因而笔者将其看作解决集体行动问题的新方式。本文分析了社会资本在农民合作中的作用，对村庄社会资本的现状进行了测量并就如何维护和培育村庄社会资本提出了相应的对策，最后建议我们要充分利用社会资本的积极作用，避免其消极作用。更多还原

【Abstract】 Generally speaking ,there are two ways to solve the dilemma of cooperation among peasants One way is integrating social members into one unity by means of power from government; the other way is by means of market, that is through privation In my view, these two ways are not plausible in contemporary China. As to these, there are reasons as follows: although our country has suggested constructing socialist new village, enlarge investment in the village, public goods and public services will cover villages to a larger extent However, there exists imbalance of development among different villages, as a result, the government is not possible to provide enough public goods and services for all agricultural regions, and due to wide range of agricultural regions, distant country has no such ability to take them into account, as a result, government’s failure emerges; it’s difficult to control the externality of public goods, thus private market is not willing to provide public goods, social welfare will be decreased if the public goods are kept from using by means of paying fees, thus, market failure arises; Given the importance of public goods for peasants’ production and life, public goods must be provided In this article, I attempt to put forward a third way, That’s to say ,we depend on social capital to integrate peasants so as to solve the scarce problem of rural public goods Because rural social capital arises from rural community, and social capital is the social basis of cooperation among peasants, so I regard it as a new way. In this paper, the author analyses the role that social capital plays in promoting cooperation among peasants, measure the status of the social capital in the village and put forward relevant solutions to maintaining and cultivating the social capital in the village, finally we suggest we take advantage of the positive functions of social capital and avoiding it’s negative functions更多还原
